On The Reform And Development Of The Physical Education Management System Of Common Universities In Shandong Province

The management system of the Physical Education in common universities refers to the combination of the establishment of the organization, the distribution of powers and the operation system. It organizes, supervises, examines and estimates the physical education in universities according to the P.E management regulations of schools and related rules promulgated by the national ministry of education. This paper mainly researches the P.E management system of common universities in Shandong province, and analyzes the detail characteristics of its organization, policies and rules, management methods and operation system in a certain period. On the basis of mastering the reason, method and strategy of the P.E management system in common universities in Shandong. In the hope that to provide scientific foundation for making and improving the P.E management system of common universities in Shandong.This paper applies the methods of theory and concrete evidence to do research. First, the writer thought from the issue of Resolution of the Educational system by the central committee of the Communist Party of China in 1985 to the present of the"tenth five–year"in 2000, the P.E management system of common universities in Shandong have passed three periods:(1) The initial period of reform and development (1985-1991). First, on the distribution of powers. The Provincial manage department give the certain powers to common universities'ad ministry department and enlarge their self-decision power. Second, on the method such as rules, promulgation are used instead of rely on administrative method. (2) The period of the implement of reform (1992-1995). The physical educational management stresses strengthening the laws and rules of P.E management. It also emphasizes the coordination of the internal and external relations as well as the construction of teachers'resources in order to substantiate and better the condition of the universities'construction and improve the management quality. (3) The consummate period (1996-2000). The organization has been further improved, and the policies and laws have been supplemented. It takes the systematical science as the theoretical foundation for analysis, research, organizing and coordinating the management system of common universities. A cognitive system of P.E management system has been established.Second, this paper analyzes initially problems of the management systems in different periods:(1) Although the management system has made some achievement in each period, some problems still exist in the implement process. (2) Through a analysis on the teaching scientific research, teachers, outside class sports activities, after-class training, P.E funds and ground of P.E management system in different period, the writer found that P.E in many aspects has been implemented, consummated and developed with development of the P.E management system of common universities in Shandong.Finally,this paper gets the conclusion:(1) The P.E management system of universities in Shandong has different regulations and features in different period. The development of P.E management has intimate relation with the policies and laws of P.E management system.(2) The position of Shandong provincial educational administrative department in present national P.E management system of common universities determines its"dual character". On one hand, the management system will promulgate and feedback the laws and policies of the national educational administrative department; on the other hand, it will engender a creative, directive, and operative system to the P.E management of the common university under its supervision. (3) The P.E management of universities in Shandong has been gradually changed from empirical management to scientific management, and from decentralizes to intensive management as well as emphasizes"law management"instead of"human management". (4) The reform and development of P.E management system in universities in Shandong provides practical policies and principles. The three periods complement each other, the former stage is the foundation while the latter is the complement and improvement of the former and finally the formed a complete P.E management system of the common universities in Shandong.
