Multi-campus University Education Management System Study

Since 1990s, higher education of our country has developed into a new period. In order to overcome the disadvantages, many universities have adopted adjustment, combination, opening new campuses, ,optimizing the distribution of educational resources, so as to adapt themselves to the development in the new era. Multi-campuses universities have successively appeared in most parts of our country. With the development of quality controlling system and reform of management system for higher education and teaching, however, many problems of the current management system for teaching as well as operating mechanism, including the over-centralized power of institutions for teaching management, the lack of power owned by colleges and departments of making necessary teaching management decisions, have apparently exposed. All these problems have proved to be impossible to meet the demands of self-development of multi-campuses universities. By using the methods of investigation, interview and literature searching, the thesis, taking three universities in Tianjin as examples, analysed the theoretical problems of management system for teaching of multi-campuses universities, the charactors of multi-campuses universities and the power and responsibilities inside the current management system for teaching. It also made a comparison of management system and operating mechanism both at home and abroad. Based on the present state of the development of multi-campuses universities in our country, it pointed out the inside and outside factors of the limitation of the multi-campuses teaching management system, and tried to seek the strategies for solving the problems existing in the management system for teaching and raise reforming suggestions that authorities of the multi-campuses universities should change their ideas and give appropriate power to colleges and departments.
