How is the school physical education situation in the rural areas,it relates to the enhancement of farmers's physical fitness, and promoting rural economic and social development. This has been the role played by more and more people of insight to fully understand. As a typical representative of a less developed area in Jilin province, although the region of Liaoyuan has made some achievements in rural sports, but there is still a big gap between the requirements of the development. The management and use of resources, establish scientific and systematic human resources management system, take positive and effective measures, human tissue and fully mobilize the enthusiasm, initiative and creativity,these aspects will be the key to long-term sustainable development of an organizational. Teacher resources is a special component of human resources, it is the primary resources.of all the educational resources. Whether we can make the teacher resources to be able to carry out effective development, use and management is the key to school education success. School sports are an important part of school education, it is also an indispensable part of the contents of quality education. The status of rural secondary school physical education teachers in rural schools directly affect the quality of education. The new curriculum standards sets a higher request to the PE teachers. Comprehensive literature, interviews, and the statistical analysis of the survey questionnaire went to the rural areas of the state high school physical education teachers resources analysis system found Liaoyuan rural areas the number of high school physical education teachers in a serious shortage of resources; From the quality point of view, the age structure , the capacity of the structure ,titles structure of PE teachers resources is not suitable; Educational structure does not correspond with the development of sports in teaching and research; Teachers' teaching idea, teaching professional knowledge and ability update slow, and teachers are not strong sense of identity, instability in the ranks; Excessive workload, wages lower than other subjects teachers. Though the study we found that the impact of Liaoyuan teachers in rural schools sports is the number of urban-oriented resources, the preparation of teachers, economic factors, the impact of reform and traditional values; And the affective factors of Liaoyuan is the quality of teachers in rural areas, the high school physical education system, the administrators factors and students factors.Inorder to deal with the current condition of Liaoyuan rural high school physical education we give the corresponding Countermeasures resources:The restructuring of rural education policy and system;To the rural PE. Teacher we should make scientific and effective development, use and management. To promote the Liaoyuan rural areas' basic education system reform, put forward constructive proposals for the development of sports in Liaoyuan secondary schools,to constructs the resource management of PE.teacher in Liaoyuan rural middle school and offer the reference for the physical education development strategies.
