Along with the development of our country economy and society, the employment structure and style have been changing rapidly. More and more college graduates choose business-running, get a job by themselves, and flexible employment, which will become a main trend. The college students of our country, due to the restraint of traditional values and social economic system, are late in acquiring the awareness of launching an enterprise upon graduation. In 1998, the first enterprise planning contest held at Tsinghua University, it indicated that our college students began to join the team of enterprise runners. Very soon, enterprise launching became one of the most popular words among college students. The significance and influence of college students' business-undertaking initiatives, then, have drawn growing awareness and attention from the society.In the past few years of practice, however, only very few college graduates in our country have, more difficult than they once imagined, achieved veritable success in their process of business-running.. What we have seen seem to be more failures than successful cases, for which quite a few factors are responsible. Some result from the students themselves, such as restricted knowledge, deficient fund and experience and inadequate ability in innovative undertaking, and others are concerned with the broad social environment. To compound the problem, the students have a lack of guiding enterprise mechanism, which adds to the difficulty they meet in their peril-ridden enterprise-launching effort.The mechanism is expected by college students to protect and bring into effect their business initiatives. To translate the possibility of the initiatives into reality, the sheer effort to raise the awareness and arouse the motivation of students is still far from enough. What is important is to formulate the corresponding systems, regulations and programs and, through the system designs and mechanism innovations, to ensure the regular operation of college students' self-ran business so that their initiative and creativity can be brought to the full play. Therefore, the key to establishment the positive employment mechanism is to form productive enterprise mechanism and, to wipe out the barriers of existing systems, push ahead with times by constantly improving and blazing new trails on the mechanism. The essential point, then, is determined by the role played by school and government.It is on the role of government and school in constructing the enterprise mechanism for college students that the present research is conducted. The thesis consists of three chapters. The first chapter, starting from the analyze the employment dilemma and the present situation probes in the terms of reality and theory, resorting to such methods as data examination, comparison and induction, analyzes the features displayed by and the opportunities and hardships met by business-undertaking college students in our country, which casts a light on the great influence of the enterprise education on breeding high-quality entrepreneurs and bringing about the well-rounded development of the students. The second chapter seeks, by comparatively studying the enterprise education at home and abroad and probing into the practice concerned, to acquire better knowledge of the role played by college in conducting enterprise education and constructing the related mechanism. At the same time, it analyzes their function on the business-running education and the mechanism construction separately. In the third chapter, the point of the thesis, tentative effort is made, by comparing the role of domestic and foreign governments in constructing the enterprise mechanism, to locate the deep-seated problems with our government in this regard and to clarify the government's responsibilities such as promoting the business-initiating spirit of college students, enhancing the innovation of the system in existence, stepping up the supporting effort and framing the platform for student entrepreneurs. It tries to make a systematic study on the business-running mechanism of the college students. College is expected to perfect the business-running day by day though guiding, encouragement, operational mode, administration and assessment.The research has revealed that our country has a lack of the enterprise mechanism for college students. As far as college is concerned, it should establish the new concept of enterprise education substantially and aim at cultivate the students' enterprise initiation, the adventurous spirit, and expand the technical ability . When it comes to government, it is expected to upgrade the policy concerned to include enterprise education in national educational system. The traditional education mold should be broken fundamentally. In order to set up the positive employment mechanism, we should take effective measures to reduce the difficulties of business-running combine the government and the school.
