In recent years, with the rapid development of economic and more attention paid to the development of vocational education, higher vocational education rise rapidly. Both in scale expanding and in quality improving have reached remarkable achievements. But the only drawback is that the progress of curriculum reforming has been slowly, it mainly reflects in the unscientific method of curriculum development, the subject of curriculum development is single, the participation of enterprises is not enough, and so on. So the article pointed out that curriculum reforming is a major factor that affects higher vocational education’s training result, and the key factor affecting curriculum reforming is to change the method of curriculum development. So higher vocational education institutions should change discipline-based curriculum model, implement work-based model of curriculum development, pay more attention to important role of enterprises in the process of curriculum development.Higher vocational education institution and enterprise should set up curriculum development team, under the auspices of curriculum development team, school and enterprise common determine curriculum objectives; according to enterprise’s position technical standards common formulate curriculum standards;according to contents of specific work enterprise provided, school and enterprise common determine curriculum content, common design curriculum implementation environment, common evaluate curriculum result. In this way, active participation of enterprise is essential.To enable higher vocational education develop maturely and rapidly, It goes without saying the urgency of college-enterprise cooperation mechanism curriculum development. The article based on Taylor’s curriculum construction theory, constructivism learning theory and technology literacy theory. Example cites the curriculum of computer monitoring and controlling TONGJI vocational and technical college.Adopt the method of work process systematic, according to the order: determining curriculum objective, formulating curriculum standard, determining curriculum content, developing curriculum plan, developing curriculum implementation environment, evaluating result of curriculum implementation. Then investigate some important issues should be resolved in the process of college-enterprise cooperation mechanism for curriculum development. At last, sum up some experiences and analyze some problems and insufficient in the process of curriculum development.
