The gap between urban and rural compulsory education investment has become a a prominent issue which constrains our country to achieve a fair education. Based on the public choice theory, in a perspective of decision-making in educational investment, this paper tries to explore the reasons for the gap between urban and rural compulsory education investment.First, by setting up a compulsory education input measurement indicators, conduct a comprehensive and systematic analysis of the gap from the human, material and financial resources.Second,analyse the causes for the gap between urban and rural compulsory education investment in view of public choice theory.It reveals that: driven by the ration of "economic man", officials have the thought of chasing after their political accomplishment in minds when making decision, and tend to attach less importance and less responsibility to educational investment, in addition, the incentives of compulsory education resoures allocation mainly come from urban,which is the direct cause of the investment shortage and the gap. Compared to urban compulsory education interest group, the rural group is inferior.It causes educational policy's city bias exist for a long time and the rural compulsory education interest group in inferior position in resoures allocation, which makes the gap between urban and rural compulsory education investment become inevitable.Finaly,put forward counterplans and suggestions to narrow the gap between urban and rural compulsory education investment:perfect the mechanism of education decision,strengthen legal protection in compulsory education investment,establish scientific achievement appraisal system of government officials, establish and perfect the mechanism in vulnerable group's benefit-expressing, benefit-adopting.
