Analysis On The Issue Of Investing And Financing Of University's Fundamental Construction In Shandong Province

Fundamental construction of universities has improved their conditions on one hand, but on the other hand this has also brought serious funds shortage in recent years and this has become the bottleneck that restrains universities' further development. The traditional financing methods can't solve this problem because of the long time of payoff period and vast investment, and this is incompatible with current investing and financing systems. It is not hard to see that construction funds are of high shortage and universities have difficulties in construction funds flow. These have become prime problem during the process of fundamental construction. It can't solve problems efficiently and rapidly if we carry on the traditional investing and financing way that relies on taking the government as the only subject of investment and borrowing funds from the banks when funds are of shortage. So we must attempt the new investing and fmancing methods to raise construction funds of expanding the universities' scale in addition to government allocation of special funds and usual bank loans. The reform of education system in our country provides good historic opportunity and bring new pressure in investing and financing for university. How to absorb the social funds for university to construct campus with maximum limit is a worthwhile quest and studying topic.Universities in Shandong province have recruited continually since 1999. Many universities' original operation potential of infrastructure and teaching research facilities have already been well used. Now the capacity has already arrived extreme limit, especially, basic material and hardware facilities of running university don't have supply flexibility. The lag of fundamental construction has become the bottleneck of university development, and the lack of capital is the dominant factor restricting university's fundamental construction. This thesis takes investing and financing of fundamental construction of universities in Shandong province in the last few years as research object. This thesis has researched the background, conditions, mainly existing problems, the cause and positive operation system of investing and financing of fundamental construction of university in Shandong province. The thesis put forward that we should draw successful experience from civil capital to get into city infrastructure and we should put the distinguishing theory of projects which was put forward by Shanghai City Development and Information Research Center to the realm of university's fundamental construction. We should collect fundamental construction funds of university actively. We should transplant basic means of market economy through innovation and drawing lessons to university's fundamental construction to resolve the problem of construction funds shortage.
