In the30years of reform and opening-up, China’s secondary vocationaleducation has developed rapidly and the scale has been continually expending. Nowthe secondary vocational education has occupied half of country of high schooleducation, which realize the goal of the high school and secondary vocationaleducation equally developed. With the scale continuously expended, the educationquality should be paid attention to be improved, because the scale and quality ofeducation are two important indicators. Only the scale and quality both get promotedand then the secondary vocational education surely makes sustainable progress.Improvement of the secondary vocational education’s teaching quality is the core andkey of quality construction and the teacher is the key factor. In the face of teacherstructure is not very reasonable; teachers’ practical ability is not very strong,“double-qualified teachers” training system is not prefect, and the amount of full-timeteachers is not adequate, part-time teachers appear particularly important. Meanwhile,management of part-time teachers becomes another problem to solve. This thesis,based on the characteristics of part-time teachers, try to explore a series ofmanagement measures, and improve the management of part-time teachers.There are four chapters in the thesis. The first chapter is an overview, discussingthe raise of the problem, significance of research, research methods, research at homeand abroad and the secondary vocational education part-time teachers’ connotationand background. The second chapter is the related management theories. The thirdchapter is the present part-time teachers’ management situation of the secondaryvocational education, from five aspects showing the development of part-timeteachers, from seven aspects showing the shortages of part-time teacher management.The fourth chapter is the important chapter in the whole thesis, from three aspects ofgovernment, enterprises and school, countermeasures are provided to solve part-timeteacher management problems. Part-time teachers are the important complement to shortage of teachers ofsecondary vocational schools. Reasonable and effective management can make fulluse of part-time teachers, perfect the construction of “double-qualified teachers” andpromote sustainable development of secondary vocational education. This thesiselaborates how to establish part-time teachers with noble morality, excellent skills andreasonable structure and relative stability in secondary vocational education, whichhas certain reference significance.
