Research On The Process And The Problems Of The Population Urbanization Of Heilongjiang Province

To finish the population urbanization is the only way to develop both the economy and the society of a country or a region. The population urbanization of Heilongjiang province has its own characteristics, both in the starting and the developing. It used to be high-leveled, but under the new developing situation, various of problems that have become the hindrances of the population urbanization are coming into the view with each passing day. In order to promote the lasting and healthy developing of its population urbanization process, also to eliminate so many hindrances, it's essential to analyze the essential reasons to these problems.The whole thesis is totally divided into six parts:In the first part, it was introduced that the related concepts such as urbanization, population urbanization and the level of urbanization. In order to define the premise of the whole research, also introduced the main theories proposed by both the domestic and abroad theorists.The second part is mainly about the historical population urbanization process of Heilongjiang province and regard it as the objective basis of the whole research.The third part is mainly about the overall analyses to the population urbanization of Heilongjiang province. Based on the current developing situation, its growing level and race, the scale of various kind of urban in Heilongjiang.In the fourth part, four aspects of characteristics are concluded, they are the starting mechanism, the developing course, its alternating characteristics and the regional distribution of Heilongjiang province.The fifth part is mainly about the analyses to the urbanization problems. Based on the third and fourth part, the problems and hindrances in industry momentum, developing quality, the growing of urban agglomeration and urban employment was examined thoroughly.The countermeasures and suggestions are proposed in the last part, aim to seeking the effective methods can be used to solve all the problems of the population urbanization of Heilongjiang province.So we got the following conclusions:During the era of the planned economy, the population urbanization of Heilongjiang province was government-led from central to local, also started by heavy industry and affected by the planned economy system. Since reform and opening up, the economy system was altered, as the scientific concept of development and sustainable development concept become the guiding ideology, since then Heilongjiang's population urbanization process stepped into a new period. Therefore we must take the developing opportunity to promote the population urbanization of Heilongjiang province.Heilongjiang's population urbanization was on a high level and the growing race is relatively fast, but its population urbanization now faces to a large mount of problems including lower quality, urban system's lagging behind developing, weak agglomeration role of medium-sized and small cities and the non-balanced developing of urban distribution. Since 20 century the 90's,the developing of Heilongjiang's population urbanization lacks of an effective impetus. There are several aspects of hindrances. Agricultural economic has a low efficiency managed with an uninventive model which couldn't play a promotion role, there are also many factors hinder the development of industry, so the industry also can't promote the population urbanization of Heilongjiang province. The tertiary industry also can not be the new promoting force of urbanization, especially the modern service industries.To accelerate the population urbanization of Heilongjiang province, we should take the scientific concept of development as the guiding ideology, firmly developing the cities and towns coordinated in order to promote the urban and rural integration. Accelerate the industrial transformation process and develop the private economy to solve the problems on employment. We should also improve the urban infrastructures and transform the old industrial districts to improve the environment of investment and living. By eliminating these hindrances and competing the system innovation, the population urbanization of Heilongjiang province can be developed healthy ,rapidly and coordinated.
