This paper is focusing on the quality construction of the independent Institutes among the colleges and universities in China, which is a complex developing system needing to be consummated and well-rounded step by step. It is of great tactic importance in strengthening the inner supervision on the quality of school-running and it's level-raising so as to accelerating its development.First, the author just make a full review on the evolution of our higher educational system in school-running, pointing out that the development of the civil-run-school higher education strongly promotes pluralistic in school-running principal parts and its patterns. The system of the independent Institutes accords with the international trend of higher education reforms, and it is the only choice in Chinese higher education. Nevertheless, there remain some negative offendings (policies, laws, or rules) etc.. Amongst all the above, there is the demand in deepening the reform of the civil-school-running in higher education, the most key step is to properly supervise the educational quality of such institutes.Then, the paper makes a good survey on the theoretic studies on quality-supervision by confirming the essential meaning of higher education, quality, teaching quality, and quality criteria, offering an understanding on them– that is, the teaching quality is the degree that meets the social or personal demand of the coaching activities. On such a base, thus the points of such theoretic studies on inner-quality-supervision are fixed, mainly on the exercises of overall quality control in Chinese higher education including the idea of consumer's demand first, the persisting quality-up-rising. After such a preparation, the author offers the definition on inner-quality- supervision, the full analysis on its characteristics, making the establishment on its factors composing and its operating mechanism.Just in the 3rd part of the paper, the author changes the topic into the analysis on the actuality of teaching quality problems in the independent Institutes, summing up the main national policies and measures practicing now in such institutes. The methods used by such institutes in controlling the inner teaching quality are also related. Mostly the quality problems come in the formulation of the coaching-plan, teaching, inner supervising etc.. The conflicts in rationality and validity in teaching process, or supervising one are origin in their quality control. Clearly there are two reason for such conflicts and problems, the inner one is that the relationship between the in dependent institutes and its mother universities, and the other is the lack of quality control criteria met with the need of such institutes. And what is more the lower diathesis of the teaching managing stuff makes a poor practice in such supervision.Hence, the author just make a good study on the solution of such problems in quality control by pointing out the basic aim of the inner quality supervising is helping the students drawing knowledge, developing themselves with the principle of people-oriented, and its principle being target-clear, full people oriented, systematic and all in the process.Last but not least, in Part 5, the author suggests the practical measurements in solving such quality control. 1. setting up a proper scientific quality control system with data-collecting system, quality analysis-system and feed-back and adjustment; 2. operating with the proper establishment of specialty orientation and aim, good construction of the learning condition supervised by National State Education Committee, full supervision on the teaching and learning process. So the 5 construction are of importance– the documents of principles, organization patterns, management system, and the guarantee both inner or outside.The creative points of the paper are as follows: the analysis on the root of teaching quality control of independent institutes bases on the special systematic background in its coming and advance and nailing down such a quality reform be a systematic project; and the good suggestion on the design of such a quality supervision system.Yet the paper still remain some shortcomings such as the control index would be more in detail and practical.
