Since reform and opening up, China has formed millions army of migrant workers, and this team has been on increasing, and they has made tremendous contributions to the economy, particularly in the eastern areas. The migrant population has played a more and more important role in urban construction and the process of urbanization. So the Government and the community have paid lots of concern to them.Based on point of view from the non-mobility, the paper studied the migrant population from the perspective of citizenization. First, the paper definited the concept of migrant population and citizenization, on the outside of the definition, demonstrated the background and significance. The citizenization of migrant population is the key of upgrading the quality of urbanization, promoting social fair, social harmony, and economic development, and promoting urban and rural restructuring. At the same time, it also has great significance on practice of urban planning. The paper Summarized the Chinese and foreign research from three areas of research, including the reason for migration, the social integration after migration, and the citizenization. The present urban planning study in the citizenization, Comparing limited to reforming of the system of household registration, has some lack on other respect.The paper chose the city of Taizhou, the seedbed of " Wenzhou's mode", as the investigate place. By analyzing the status, the paper found that in the process of urbanization, the migrant population had been an important part of urban population, so the main engine of urbanization. But through the investigation we can Found that, first of all their identity has not yet become citizen, so the corresponding rights and protection, and they have not well integrated into this new urban living space. Although policy and system there exist certain obstacles, there are still lots migrant people having the residence of being citizen. Combined with the investigation and related literature, the paper studied the affecting factors of citizenization from the economic, environmental and social.The paper has analyzed the affect that the citizenzation may caused on prediction, the per capita indicators, and the arrangements of facilities, and raised a point of projecting reasonable population scale, innovating related indices, studying the various contacts of migrant population, and suggesting the government on the household registration, housing, social security and other aspects.In this paper, the factors affecting and the advice for urban planning still have some limitations, but also it is the difficulty of the study, needing further attention and study. So we should continue to advocate for a gradual reform of household registration, so that the migrant population will have the corresponding and fair right to equally enjoy the fruits of urban development, equitable access to education, health care and employment rights and interests, and they will do the better for urban construction.
