A Study On Population Urbanization In Ningxia

The development of urbanization in China has already entered a key period. New urbanization which regards human as the core gives the direction to the further development of urbanization in China and becomes the new impetus of economic and social development. Ningxia, the only autonomous region for Hui ethnic group, has achieved a great success economically. Remarkable achievements have been seen in the process of urbanization. Urbanization rate of Yinchuan City and all the others along the Yellow River has exceeded 65%. Nevertheless there still exist some problems. Compared to the better developed cities in northern Ningxia, the cities from the south have a much lower urbanization rate with the backward infrastructure system, lacking education and medical services and the imbalance among different areas. On the whole, Cities in Ningxia have the problems of small scale, imperfect function, and weak radiation and low relevance among cities. Although Ningxia has achieved remarkably in urbanization, the urbanization of population is still very low because of traditional industry. The low absorptive capacity inhibits the sustainable development of urbanization in Ningxia. Under the circumstance of new urbanization, increasing the population urbanization rate will become the key to solve the problems and promote the further development of urbanization.Ningxia has its particularity in the development of urbanization. Because the cities in Ningxia have weak absorptive capacity, certain part of the transferred population is from the whole village resettlement and eco-migration projects. The living condition of the transferred people has improved largely, but the production mode doesn’t change accordingly, which cause a series of social problems like leaving children and elder remain home. The weak absorptive capacity also leads to the problems of brain drain and the departure of transferred farmers. The transferred people who cannot be integrated in the city properly will bring the uncertainty for the whole society. City develops for the sake of people. People develop with the mode of production and the way of living improving is the ultimate purpose of urbanization. Only in this way can the goal of new urbanization be achieved.Under this circumstance, this paper starts from the analysis of urbanization of population. It subsequently analyzes the factors that cause the population urbanization fall behind in Ningxia. They are household registration, imperfection of industry structure and backward economic development. The imperfection of industry structure leads to the weak absorptive capacity and backward economic development cause the city lose the ability to attract the labors.Therefore, it concludes that Ningxia needs to improve the level of population urbanization and realizes the citizenization of transferred agricultural population. The key is to enhance urban industry support, promote the coordinated development of industrial structure and employment structure. At the same time, it can increase the urbanization of population rate through balancing the development among various regions, reforming system and improving the quality of labor forces and makes the city develop and serve for the sake of the human being.
