At present,China is in the critical stage of accelerating the new urbanization,but the data shows that only 33%of the floating population have a clear will to become a citizen,and another 28%have no will to become a citizen at all.The key to citizenization is to solve the housing problem,but the housing price has been high,which has brought great pressure on the floating population to live safely in the city,so the rise of the housing price is considered as a "crowding out effect";however,some studies believe that the housing price,as a signal of economic prosperity,means better employment opportunities and public services,may produce a "attracting effect" to promote the floating population.Settle down in the city and realize the citizenization.Based on the theory of new migration economics and social integration,this study uses the data of 2016 national health and Family Planning Commission's dynamic survey of floating population,and then matches the economic and social statistical indicators of cities above prefecture level to explore the impact mechanism of housing prices on the citizenization willingness of floating population.According to "whether willing to settle down for a long time" and "whether willing to settle down",this paper studies the operation of"citizenization will" as a three category variable reflecting the citizenization process of floating population:no citizenization will(unwilling to settle down or settle down),semi citizenization will(willing to settle down but unwilling to settle down)and full citizenization will(willing to settle down or settle down),and adopts mlogit regression analysis.This paper analyzes the influence mechanism of housing price on different citizenization willingness.It is found that the mechanism of housing price or housing price income ratio(housing affordability)can not be simply summed up as "crowding out effect" or "attracting effect",which depends on the type of citizenization willingness of the floating population,and is also regulated by the degree of urban integration.Specifically:(1)the rise of house price only hinders those who do not want to settle down as "semi citizenry",and those who want to settle down as well as settle down as "full citizenization".The higher the house price in the city,the stronger the citizenization will of the floating population,and the house price has "attraction effect".This paper further finds out whether the housing has been purchased and whether it is in the provincial capital city,which is basically true.(2)this paper also focuses on the test of the impact of housing prices on the citizenization willingness of the floating population under different degrees of urban integration.The results show that for the floating population with high degree of urban integration and embedded in the housing security system(with provident fund),the rise of housing prices will bring obvious "attraction effect";on the contrary,for those with low degree of integration,the rise of housing prices will inhibit their citizenization.Desire.(3)the analysis of the control variables shows that there are obvious differences in the population and socio-economic status of the floating population.The middle-aged people with high education,women,high income and who have purchased houses have relatively strong citizenization willingness.In order to further promote the citizenization of the floating population,this paper puts forward the following policy suggestions:strengthen the regulation and control of the real estate market,keep the house price stable,give the floating population a stable psychological expectation;relax the restrictive conditions of house purchase,give priority to the housing demand of the floating population who has lived in the city for a long time;accelerate the improvement of the indemnificatory housing system,develop public rental housing and common property.Right housing,etc.,allows the floating population who can not afford commercial housing to have housing in the city;speeds up the household registration reform,promotes the equalization of public services,and implements the differential integral settlement policy in different cities.
