In the last century, after the sharp decline in the 70 years and the slow decline in the 1980s, the total fertility rate of women in almost provinces of China are mostly lose to or belowt the the replacement level, in the end of the 20th century successfully completed fertility changes, and has entered a low birth rate of population after the transition period. However, the completion of fertility transition does not mean that China does not have the population. The low birth rate of population issues become more complicated and diversified, and what is even more worrying is that the fertility rate in our country is changing the compression of time and space on the uneven. From the time dimension speaking, the birth rate changes in the compression performance of the changes from high to low fertility levels were significantly shorten the process, China used less than 30 s to complete the developed over 100 years to complete the modern population growth mode transformation process, because of China's fertility transition process is not totally dependent on the socio-economic development of natural changes in the reproductive and fertility policy will exist a certain gap between the low fertility levels exist rebound potential. As far as the provinces, municipalities and autonomous regions showed changes in the population imbalances - imbalances of space. Under such circumstances, how to stabilize the current low birth rate is the present and future time have to face the grim subject. This paper is divided into six chapters.Introduction to the first chapter, on paper topics, as well as topics based on the background, gave a briefing on this research ideas and methods and content of the framework of the arrangements.Review of Chapter II, the fertility rate of change from the macro, micro-level, domestic and foreign scholars in the study were introduced.Chapter III of the population birth rate changes on the definition of variables, the theoretical framework and research priorities.Chapter IV of the population changes in the status quo.
