The compulsory education of disabled children is an important component of disabled people's educational welfare. The compulsory education which disabled children are received is not only their right, but also their obligations. Through the compulsory education, disabled children can improve their cultural quality, so that they have equal rights to participate the life. Analyze the compulsory educational welfare of disabled children is useful for us to study the educational welfare of the disabled people.This paper mainly uses the welfare pluralism theory, public goods theory, the new public management and governance theory. Through analyze the disabled children's compulsory education in Shaanxi, pointing out that the traditional governance structure has its obvious limitations. The government should take its responsibility in the governance structure of disabled children's compulsory educational welfare. Further more, the governance calls for the third department, grass-roots communities and the disabled children's parents play a positive role, so that the disabled children's compulsory educational welfare can be managed effectively.This paper is divided into five parts. The first part is the overview of compulsory education of disabled children. The second part analyzes the current situation of compulsory education of disabled children, pointing out the limits of the current structure of disabled people's educational welfare. The third part analyzes the structure of disabled people's educational welfare in theory. The forth part provides the new governance model of disabled children's compulsory educational welfare: multi-subject interactive function. The fifth give the new way of governance about the disabled children's compulsory education in Shaanxi province.
