The Study On The Implementing Method Of Our Country's University Strategic Management

From the 1990s, Chinese universities'development faced some problems, such as the lack of capital, the shortage of human resources and low quality of academy, which restricted the development of Chinese universities. When the foreign universities faced these problems carried strategic management not only resolved these difficults but also made these universities get great-leap-forward development. So the strategic management is a compulsory road to push Chinese universities'great-leap-forward development, it is not only a consciousness that face the world to build high-level of Chinese idiomatical, but also a theory innovation which is make the strategic management theory adapt to the development of Chinese modern universities. This passage synthesized multi-disciplinary research method, after preliminary explored the relative theory of strategic management and university strategic management, analyzing nowadays some school's inadequate when they used strategic management idea to achieve universities'great-leap-forward development and exploring the reasons. By learning the foreign universities'strategic management experience, we can obtain the enlightenments how to use strategic management to develop our universities. At last using the Hunan University in which the author studied as a example, exploring the implementing method of the Hunan University's strategic management.When analyzing the theory of university strategic management, introduing the meaning of strategic management, university strategic management and the process of strategic management's development. Because strategic management can produce positive effects on such aspects: clearing the university development targets, optimizing the distribution of resources, reinforcing personnel management, increasing environment adaptability, promoting organization transform, so the university must carry out strategic management.On account of the universities, which have carried out strategic management in our country, performing many problems, we can look for reasons from history and the university itself. Furthermore, introducing the American's Princeton University, North Colorado university, and MIT, Wased a university and Nanyang Techonologic university's successful experiences of strategic management, we can obtain the experience enlightenments on pushing strategic management.At last used Hunan University as example, exploring the implementing method of university strategic management: at first describing the vision and mission of Hunan University, clearing the developing goals; analyzing the internal and external environment of Hunan University, formulating the strategy plan as follow; then carrying out the strategy plan; at last revising the strategy plan following strategy evaluation.
