During the compulsory education period, the uneven allocation of primary and middle school teachers between urban and rural areas has restricted the whole level of the teachers and the development of rural education. Based on the guide to build a harmonious society and taking the fundamental interests of the overwhelming majority people, the education in our country are faced with important tasks: to coordinate the teachers in urban and rural areas, to promote fairness in education, to fully improve the quality of compulsory education, and therefore to realize the fairness of education.The key point of the balanced development of compulsory education is the equivalent allocation of teachers in primary and middle schools. However, there is some distance in salary and technical post between teachers in rural district and those in cities. What's more, rural teachers have fewer opportunities in training and development. It's a very common phenomenon among the rural teachers that they have out-of-date and limited knowledge, insufficient teaching and educating ability, unreasonable curriculum system and old ages. These uneven situations of teaching resources in compulsory education caused the disappearance of rural teachers 'drive in their major development, obvious ascidia in work, and serious psychological problems. And these situations affect the development of rural compulsory education in negative way and enlarge the distance between them and the urban teachers.So, it is of great significance to plan the teaching resources in both rural and urban areas as a whole, to shorten the distance and to promote the even development of compulsory education. At present, there are five main problems in the coordination of rural and urban teachers in primary and middle schools: unbalanced development in economy between rural and urban areas caused the flowage of teachers, unfair education policy restricted the development of rural education, revolution of education input system resulted in the shortage of money for rural schools, weakness in the national and local measures for coordination of rural and urban teachers, and inefficiency in training for rural teachers.Based on the analyses of problems in coordination of rural and urban teachers, the following practical implementations must be carried out: firstly, to speed up the construction in new rural areas and promote the urbanization of rural education; secondly, to adjust the education policy, to improve the body of outlay for compulsory education, to perfect the "county-centre" management, to adjust the rural teacher policy, enlarge the original population of rural teachers moderately; thirdly, to increase the salary of rural teachers, to stabilize the rural teachers, to improve the attraction of rural teachers' position, to attract more excellent university undergraduates to work in rural areas and to optimize the structure of rural teachers gradually; fourthly, to innovate the rural teachers training policy, to enhance the pertinence and efficiency of training, strengthen the examine of further education for rural teachers, and to persist in "training legally".
