In the new period when the economy of the southeast coastal region is developing very fast, Liaoning, as one city which has a long coastline, has fallen into the development bottleneck in the economic development. Studying the cause of that we know one important reason is the backwardness of rural education in Liaoning. Relative to the urban education of Liaoning, there are many problems in the rural education, such as the overall small amount of schools in rural areas, the overall low quality of teachers, the small total of expenditure on education, the poor concept of villagers and so on. It is imperative to develop the rural education to achieve the urban and rural coordinative development and narrow the development gap between urban and rural areas in Liaoning. Only in the way of developing the rural education in Liaoning can we improve the quality of the peasantry, cultivate the new farmers who are educated, skilled and knowing how to operate, and provide the powerful human resources security for the building of the socialist new country. To solve the problem of rural education in Liaoning, the key lies in the use of the concept of urban and rural coordination, which is one of the scientific development concepts to implement methods. We can achieve the coordinated development of urban and rural education by the implementation of industry nurturing agriculture, cities supporting rural areas, improving the educational facilities, fostering high-quality teachers and improving peasantry's quality.This article approaches the problem of rural education in Liaoning,using the scientific development concepts as its guiding ideology, the urban and rural coordination as its background, the developing of rural education and cultivating of the new farmers as its aim. The full-text is divided into five parts.The first part: Introduction .This part mainly includes the research contents,the problem advanced,the theory and policy basis,the status of rural education,the basic experiences and practices of the rural education development and reform at home and abroad and so on.The second part:The status of rural education development and existing problems in Liaoning .Though the description of the status and problems of rural education in Liaoning, we find that the main problems of rural education in Liaoning are: First, the overall small number of schools in rural areas. Second, the overall low quality of teachers, Third, the small total of expenditure on education .Fourth, the poor concept of villagers and so on.The third part: Perspective on the causes of the problems of rural education in Liaoning. Though in-depth analysis on the status quo and problems, we find the main four reasons of rural education in Liaoning are the backward conception of education,the urban-rural dualistic structure,the imperfect system and the lack of financial support. The fourth part:Proposing the countermeasures and suggestions to rural education in Liaoning .Combining with the human capital theory, the investment theory in education and the educational equity theory, we propose the countermeasures and suggestions mainly from the following four aspects: the educational concept is oriented on"repair, rectify, change",the education system is based on the principle of"complete, repair, maintain", the content of education is based on"transfer, cultivate, spread",the condition of education is based on "fast, strong, rapid ".The fifth part: Conclusion. The general summarized on the research and future prospects.
