To balance the urban-rural development is a strategic thinking for the socio-economic development of China, on the first place of the "five balances". To balance the urban-rural development is not to slow down the development process of the city, but to speed up the process of urbanization, and to give full role of city's functions and radiation.The current urban-rural incoordination of the economic-social development in Shandong province, has become a global issue.If the urban-rural development is out of balance, not only does it influence the rural economy, but also the overall economic development including the city.While,the rational distribution of population in urban and rural areas will help the effective distribution population and other production factors, and promote the urban-rural common development. The urban-rural development and population distribution and redistribution keep the close connection and each other variable. There are greatly theoretical and practical meanings in studying the distribution of urban-rural population of Shan Dong province under the harmonious development of urban-rural.This paper studies the development history, status quo and pattern, and the mechanism of the urban-rural population distribution in Shandong province, by the method of documentary and comparative analysis.Based on that, the paper evaluates the current situation of the relations between cities and countryside with the qualitative and quantitative research methods, constructs the target system and the degree of the coordination to evaluate the lever of development between cities and countrysides of a region. The results are as followings: (1) There is a large gap in the distribution of urban- rural population in Shandong Province. But the gap of the urban-rural economic development is larger than that of the distribution of urban-urual population. The top three are Dongying, Jinan and Qingdao for the urban-rural social development level. (2) Compared with the urban- rural development, cities ,whose rural-urban population distribution are beyond their the optimal integrated development index are Jinan, Zibo, Weihai, Laiwu, Dezhou, Liaocheng, Binzhou and Zaozhuang; while the other nine cities have not yet achieved the optimal integrated development level .That is, the urban- rural population distribution lags behind the level of urban- rural development. Cities ,whose urban- rural development are beyond their optimal development index are Qingdao, Dongying, Yantai, Weifang, Rizhao, Linyi, Jinan and Zibo. And other nine cities don't attain the optimal level of comprehensive development. (3) The coordination degree between the urban-rural population distribution and the urban-rural development among 17 cities has relatively large differences, covering a range of five levels, a serious imbalance in the extreme, high-quality coordination and moderate disorders don't appear. The highest degree of coordination is Qingdao (0.88), and the lowest degree of coordination is Liaocheng (0.31). The difference value is 0.57.Studies show the followings: Shandong province is in the accelerative development period of the urbanization, the population distribution is becoming more reasonable between urban and rural, has higher economic development lever and efficiency, it has entered the stage of industry to support agriculture and cities to support the countryside. But the gap between cities and countryside is large, the positive effects of reasonable distribution between cities and countryside has large space, and it demands to reduce the negative effects, so the situation of the discordance of the population distribution between cities and cuontrysides is very severe.
