Generally speaking, in the society resource distribution, provides needs each resources for the education the quantity and the way is deciding the education development quality, the scale and the speed. Our country every year invested the massive resources for the education development, by the time achieved improves the national quality, goal of the promotion economy development. But in under the education vigorous development representation, the student quality which our country School raises, also has some insufficiencies Generally speaking, the quantity and mode of each kind of resources provided for education decides the education's development quality, scale, and speed in the society resource distribution. Our country invests massive of resources for the education every year, in order to achieve the goal of the promotion of economy development. But, under the vigorous development representation, the student quality which the school raises also has some insufficiencies. The society public has many criticism sounds to the school education, especially in the teachers' teaching methods. Seeking reasons about the contradictory, we must penetrate into the teaching activity and relationship between teachers and students.Teacher and student are the two big main bodies of teaching activity, and the teacher is a relative leading factor in the interaction. The student and teacher have a multi-layer principal-agent relationship which among the social public, governments, schools and teachers. The teaching activity is the docking place of the initial principal - - students and the final agent - - teachers. If the teacher invests insufficient or low efficiency in the teaching activity, the teaching efficiency will be low directly, and finally affects the realization of education goal.Compared with the enterprises, the biggest particularity of the principal-agent relationship in our country is gotten a government's brand mark deeply. It's a typical administrative principal-agent between the government and school. And in the principal-agent relationship between school and teachers, whether the school's surveillance motive and ability directly relates to the effective of suppression agent - - teacher's principal-agent problem and enhances the proxy effectiveness. Due to the initial principal—social public and students has indirectly and indistinctly benefit main body status, as well as the surveillance cost and the asymmetrical income, they may lead to the supervision weak, the twisted teacher resources disposition and the teacher's teaching resources concealment may cause the low efficiency in the teaching activity.Therefore, the countermeasure which enhance the initial trustee's society supervision function which in the multi-layer principal-agent chain, and formulate a series of effective incentive and constraint mechanism through the middle-agent, reduce opportunism tendency and the principal-agent problems, dodges the school interior personnel market malfunction phenomenon possibly maybe the most effective methods in present, and its also decided by our country/s national condition and the education development present situation.
