Nowadays the essence of rival among society in the world is talents, and education is the base to produce and reproduce talents. So education hosts the overall and leading effect to every aspects in society, In all ranks of education, elementary education is the fundamental project to improve national quality and cultivate special talents, and teachers in primary and middle school are the implementers of this project. Higher normal university, as the chief institute to cultivate teachers for elementary education, which quality is decided by its curriculum in someway. Because curriculum is the embodiment of cultivating purpose, and its setting affects the quality of talents cultivated directly. Thus curriculum of higher normal university have become the core of education reform both domestic and abroad.The curriculum of higher normal university in our country have been developed much better gradually, but with the curriculum reform of elementary education and the development of teachers' specialization, a further demand was called out to cultivate teachers, then many problems exist in the curriculum of higher normal university. It need to strengthen study on the curriculum of higher normal university to reform and develop it more. There have been many studies on the curriculum of higher normal university, which played leading roles to reform and develop the curriculum of higher normal university. However, those studies almost limited to solve some existing problems, lacking historical systematic studies, and the analysis on existing problems were not so thorough, especially there were no study to combine history, practice and theory. So this paper made a summary to the development of the curriculum of higher normal university in our country from 1978 to today. It concluded its achievements, experience and its lack, analyzed existing problems and probed some countermeasures and revalent theory to reform and perfect the curriculum. Just hope the study can benefit the reform and development of the curriculum of higher normal university in our country.The whole paper was divided 7 parts:The first part, made a brief introduction of the main problem and purpose of this study, the reason and significance of study, and also a review of research situation, research thought and method, research important point, difficulty and innovation.Part2 to part 5, discussed the historical development of the curriculum of higher normal university in our country from 4 periods: The first period, the recovering of the curriculum of higher normal university(1978—1984). The second period, the tentative reform of the curriculum of higher normal university(1985—1992). The third period, the deep reform of the curriculum of higher normal university (1993—1998). The fourth period, the further development of the curriculum of higher normal university(1999—2007). While summarizing its development history, the achievement, experience and lack in each period were analyzed and concluded.The sixth part, analysed the existing problem in the curriculum of higher normal university in our country. Several kinds of problems were listed: the content of curriculum is out of date, single and out of practice; the ratio of curriculum structure is not proper, the education curriculum gains no enough concern; stressing theory teaching, neglecting practice training; the implementing result is not ideal; the subject and mean of curriculum evaluation are both single, and prefer too much to the quantity index.The seventh part, based on summarization of the development of the curriculum of higher normal university and aimed to existing problems, such countermeasures and revalent theory to reform and develop the curriculum of higher normal university in our country were put forward: First,to set teachers' quality oriented curriculum purpose; Second, to renovate curriculum content and adjust curriculum structure; Third, to richen curriculum forms, advocate flexible and various teaching model; Fourth, to strengthen the consruction of curriculum evaluation system, and make it diversary and comprehensive.At last, It concluded the gains and shortage of this study, and advanced the further study direction in future in the end.
