Balanced supply of education between schools is the important content of compulsory education. The gaps between public schools in their district faced by the public are the most direct and realistic, which become the important subject in the research of balance problem in the field of micro-economy.Taian city is located in developed eastern region of China, and enjoying the historical tradition of respecting teachers and regarding educaton. Under the policy of operating schools under different levels,the six public junior high schools in the urban area are subject to Education Committee of Taishan district for operation and administration,which is typical in the research on balanced supply of education between urban junior high schools in a county.The supply of education between the six junior high schools is dis-balanced in the following fields:practical supply scale of schools,using ratio of educaton opportunities,students acturally recruited etc. According to balance ratio calculation,gaps between schools are great. On the premise that there exist certain maximum schools supply scale and possibility of choosing shools,the supply of education opportunities reflect quality of education opportunities. The positive correlation is the result of 'voting by feet' by students and their parents.Schools are the principal party to supply education. The elements reflect the supply scale of education includes inner and outer elements. The inner elements of schools means the equipments of education resources,including material resources(hardware) and human resources(software).The outer elements of schools include education policy,education investment and students. According to result of the research,software is the key element to decide the scale of schools in term of inner elements of schlools. Thereinto management experiences of the president,diploma of the teacher,honor, ethos of the school and ethos of the teacher all positively reflect the supply scale of education. Whereas hardware of the school has negative correlation against school scale,which indicates that comparatively rich material resources can not make supply quality better,if human resources are lacking. According to research gone through students on the importance and acceptance of supply elemens ofeducation,the above-mentioned conclusion is tested. In terms of outer elements o school, education policy,investment and students all reflect the supply of school to certain extent. Thereinto education policy is the decisive,which deeply reflect the investment,material resources and human resources inner school.The theory of human capital is imply to analyze the elements inner school. Herrinto, the theories , including the impact of capital overvaluing the impact of material capital, the accumulation of human capital being essential. and the organizational characteristic of human capital etc, and the practice of sample schools establish great identity. The theory of public choice is impied to analyze the action intention of the government in terms of balance problem. The research results of the cost effectiveness of the government balanced project and preference project. indicate that for government,the cost of balanced project is greater than preference project and the performance of balanced project is worse than preference project. The government lack motivity to put balanced project into practice.Herein in order to promote balanced development of schools in taishan district Taian city,it is necessary to remove elements resulting in unfair competition and hold the principle of both fairness and difference;It is essential to allocate resources inner school to meet the need of the teacher;Resources is shared between schools;Supervision and evaluation system should be consummated;More attention is to be paid to construct the ethos of the school,the ethos of the teacher,the ethos of the students and image of those schools lagged back;Different schools are to be built to meet different need of students.
