The institutional change is the coefficient result of exogenous variable and endogenous variable.In the transition economy of China,the pervasion of the market economy system to education requests that the educational system changes accordingly.The reform of the teacher employment system in the primary and middle schools is the response to the change of the market economy system.History makes us have clear cognizance of the corresponding change of the institution environment in the progress of teachers appointment to teachers employment.Economic reform is the necessary condition and exogenous variable of the reform of the teacher employment system.The fact is that the reform of the teacher employment system in the primary and middle schools has implemented over 20 years,which is still on the surface.Because the endogenous variable of the institution change has not begun to do its work,there is just a symbolic contract between teachers and schools.The endogenous variable of the reform of teacher employment system in the primary and middle schools is human capital property rights. The essential of the reform of the teacher employment system in the primary and middle schools is that the teacher human capital can be taken full advantage through defining teacher human capital property rights and optimizing allocation of teacher among schools.The property rights of teacher human capital in primary and middle schools is characterized by value adding in utilization;uncertainty of value measurement;self-devaluation when having "incomplete property rights" and long-term in interest.The status of the reform of the teacher employment system is that the property rights of teacher human capital haven't be defined(include the right to transfer;the right to receive proceeds;the use of teacher human capital and so on),Therefore,the property rights are unable to play its simulating function and the institutional change of the reform of teacher employment system in primary and middle schools have not taken place yet.That's because of the influence of the growth of related knowledge and technique, the effect of governor's preference,the result of gaming among the interest-related parties and the action of "path dependence".If the exogenous variable of institutional change--the institution environment has been exist,to push the reform of teacher employment system in primary and middle schools must start with the endogenous variable,that is the property rights of human capital.We must improve related knowledge and technique,put into effect of educational decentralization and school independence,and perfect related kit system.Meanwhile,we should pay attention to the ideology which has an effect to the institution change,and change the mind of teachers.Only in this way can the reform of teacher employment system in primary and middle schools have both external environment and inner power. Optimizing the allocation of teachers human resources,teachers personal values would be maximized. So do the school resources.Thus the students would be promoted to achieve better development.
