Construction and implementation of higher education teaching quality monitoring system is an effective mechanism to protect the teaching quality of universities improving constantly, and the important content of higher education management and reformation. Monitoring and evaluating of teaching quality, can get the information feedback of the various elements, all links and all aspects of the working conditions in the teaching process timely; can make objective and accurate monitoring, evaluation and adjustment of the teaching process; can restraint and encourage the organizers and executor of the teaching process by effective means; so that the quality of teaching in colleges and universities continues to rise and enter a virtuous circle track; meanwhile, promote higher education teaching quality management further systematic rationalization, scientific; and improve level and status of colleges and universities.Therefore, this study analysis the university teaching quality monitoring system's basic elements and principles using system theory, control theory, information theory and the relevant theory of modern scientific management and quality management for reference, and use of literature, comparative studies, and other methods integrated. Then put forward the basic framework of the college teaching quality monitoring system in line with China's actual situation and analyze the operation mechanism of the monitoring system.The present thesis is composed of the following six parts:Part 1 is the preamble and depicts the background to the study, meaning, ideas and methods.Part 2 defines the higher education teaching quality monitoring system connotations. Then describes and analyses on the quality, the quality of teaching, and teaching quality standards and monitoring the quality of teaching, teaching quality monitoring system the five main concepts in detail.Part 3 analyses the study status quo of higher education teaching quality control. Straightens out and compares the current situation of colleges and universities monitoring the quality of teaching at home and abroad by literature research and comparative studies methods, with a view to obtaining useful inspiration.Part 4 analyses the basic elements and basic principles of higher education teaching quality control system. Reference systems engineering theory that each system by a number of functional elements with independent components, the inter-linkages between these elements, restraint, and the common goal of the complete system. This analogy in higher education, make an in-depth analysis the basic elements and principles of the teaching quality monitoring system.Part 5 point outs the content structure of higher education teaching quality monitoring system. Put forward a omni directional, stereo, dynamic, complete closure truss of higher education teaching quality monitoring system in which teaching information monitoring as a link, conventional management and monitoring, teaching supervisors monitoring, evaluation and incentive monitoring as a means, target monitoring of teaching, the teaching process control, monitoring results at the core. And parse the content structure from theory and practice of operating two levels.Part 6 is operating mechanism of higher education teaching quality monitoring system. In cording to system's point of view, discusses the operational mechanism integrating with the characteristics of colleges and universities, from following aspects: the goal monitoring of teaching quality, supervisor monitoring, management system monitoring, control and feedback control, and so on, in order to the teaching quality monitoring system pointed out in this study can be implemented effectively.
