Since the founding of New China, it has carried out a large-scale hydropower projects, and acquired remarkable achievements. We have built more than 86,000 types of dams, with a total capacity of 550 billion cubic meters. The capacity of installed hydropower is 120 million kilowatt, and what has made the whole world admirable is the huge size of dam immigrants that is more than 2,200 people. These projects have given huge benefits to national economy and social development and played an important role in the support and protection of flood control, power generation, irrigation, water supply, ecological and other aspects. Meanwhile, the construction of hydroelectric projects for several decades, have caused tens of thousands of immigrants, who have made magnitude contributions to national economy. Immigrants as the inevitable result of the dam construction have caused increasingly serious economic, political and social issues, and become an important factor that will limit the construction and attract widespread attention in the academic and substantive department. Large-scale dam immigrants, which involve politics, economy, culture, population, resources, environment, religion, technology and many other fields of social life, has complicated relations relating to a wide area, a long period, any improper disposal will bring serious consequences. Besides, due to the quantity and multiple source of dam immigrants, while relatively fewer land resource and more problems left over by history, not only affects the life of old immigrants, also makes new ones worrying about theirs. These bring certain difficulty to the immigrants' relocation, and affect new dams' construction. Therefore, we must find a way out to ensure the smooth development of the dam construction.Rural dam immigrants' social security is the necessary supplement to dam immigrants, who belong to vulnerable groups to gain necessity through market mechanism, and it's also an effective measure to ensure rural immigrants to reach a basic level of production and livelihood. Rural dam immigrants' social security system is based on the rural social security system, and its object only aims at rural dam immigrants. But unfortunately, China has not formed an effective or molding rural social security system so far, either in theory or in practice we need to study further. The decision of building a new socialist countryside made by Fifth Plenary Session of the 16th CPC Central Committee guarantees the establishing and consummating rural social security. And the 11th Five-Year Plan and Two Sessions also put forward a vision of building a new socialist countryside, improving the social security system, making experiments in conditional areas, and the central and local government will give allowance accordingly. So the study of rural social security, especially for rural dam immigrants is of great.This paper firstly defines the concept of rural dam immigrants and their social security, secondly introduces the running land settlement policy, the actuality and problems of social security, thirdly analyses the theory, necessity and feasibility of establishing rural dam immigrants' social security system and, fourthly constructs rural dam immigrants' social security system, discusses its principle, content and pattern separately, and take Liangshan rural dam immigrants as an example.This paper probes into establishing social security system for rural dam immigrants, with a specific case, the theory and study of social security, the current social security system and dam compensate policies. We want to cushion the negative impact of immigrants moving, protect the lives of immigrants effectively, release their worries, and promote the development of hydropower.
