Talent flow is the necessary requirement of social work-dividing, and the result of productive-relation suits the productivity. The essence is the course of talent assignment again. With the socialism market economy gradually perfects, talent is regarded as important resource which suits market system. However, it's not full-market currently in our country. The main reason is that there isn't suited institution environment and market system. With the corporation of the world's economy, every country is robbing talent, but our country's is flowing into the abroad largely, it must cause the absence of the top.My paper is based on the theory of talent flow, clarifies institution environment and problems of talent flow in our country, and borrows some useful experiences from the developed countries, such as America. All this makes preparation for our country's institution environment and decision-making of talent flow.Talent flow has two sides. Rational flowing can drive continual and healthy development of society and economy; the outflow of human resources can bring about a mass of social problems, such as, our economy construction, even the safety of our nation. America's economy is developing in high speed from the 2nd War, the intelligent is key important. Some scholars point out that one third gross of national economy depends on importing the intelligent. From this, rational institution is core important.The paper divides 5 chapters. The first is introduction. It introduces the social settings, and the purpose, the theory of talent flow, the methods, and the innovation of the paper. The second studies the theory of talent flow. The third studies institution environment and problems of talent flow. The forth studies America's policy of the intelligent, and borrows some experiences. The last discusses the construction of harmonious society and the suited institution environment from four sides: the legal system of talent flow, the property system of talent flow, the social security of talent flow, and personnel reform.The innovation of the paper: the first, in the contents, the paper studies fully and systematically institution environment from government talent flow; the second, in the methods, they are various; the third, in the route, is multianalysis.The institution environment of talent flow is very difficult system.
