The State Key Laboratory,founded in1984, has always been placed in the forefront ofscientific research in China, and has become the backbone of China’s basic research, aswell as applied basic research after nearly30years of construction and development.Human resources is the most valuable resource in the development process of the StateKey Laboratory, and the growing attention of its flow paid by managers and researchersthroughout the entire process of human development system.So, under the circumstancesof knowledge economy, theoretical exploration and research of talent flow is necessary topromote the further development of the State Key Laboratory in China.On the basis of review of current situation and problems of domestic and internationaltalent flow, this paper discussed the development of State Key Laboratory’s talent flow.This paper uses the theory of management, human resources, psychology, statistics science,integrated with the method of literature inductive, experts consulting, system research etc.Based on research objectives and current situation of State Key Laboratory’s talent flow,the paper, around State Key Laboratory’s talent flow, firstly proposed the whole path ofState Key Laboratory’s talent flow, and then studied three detailed paths of State KeyLaboratory’s talent flow:talent—flowing in(external recruitment, self-training, braingain),internal flow(position rotation, position promotion, allocation),and talent—flowingout(retirement, dismissal, resignation). Finally, combined with motives analysis of thetalent flow, it found the main obstacles affecting the State Key Laboratory’s talent flow,and proposed suggestions to optimize the path of talent flow, hoping that it could offer areference to the talent management of State Key Laboratory in China.
