The study of the development of sports is incomplete if it is only isolated longitudinal study without broadminded horizontal study. Today, the trend of academic study is that international exchanges have become increasingly frequent. As a result, the proportion of researchers who engage in comparative study of sports raises and they have developed a greater scope of the study. Through international comparative study, researchers can learn from the experience of others and learn to provide the basis for reference and decision-making. Faced with the challenges of the new century, comparative study would become an important academic field.As an important part of school education, sports, is also undergoing unprecedented reforms. Such reforms are not only carried out in China, but all over the world. Take Japan as an example, reforms have never been interrupted. China and Japan have just respectively issued "teaching guidelines on physical education in national colleges and universities" and "teaching guidelines on health and physical education". These two guidelines not only provide a broad stage for innovation of PE teaching but also embody the students dominant position in PE class.The success of physical education reform not only depends on the abilities of PE teachers but also depends on the students. Is the successful experience of Japan helpful for our education reform? This is a question we need to answer to help solve our problems in education.So far, most international comparative study of different subjects in school education is conducted at regular intervals. But sports-related international comparative study is less. Study of some certain contents in sports is not even conducted. According to actual data and actual cases in sports education exchanges between China and Japan, it seems that there is still not much comparative study of fulfillment degree of sports objectives between Chinese college students and Japanese college students. This paper conducted a comparative study of fulfillment degree of sports objectives between Chinese college students and Japanese college students through literature analysis, survey, experts interviews, mathematical statistics and comparison.
