Executive ability, basically speaking, is a proposition strongly directing to managing practice. Until now, the issue of executive ability has become a hot spot watched by such organizations as academy, enterprises and government. As far as an organization is concerned, there are two indispensable elements concerning its development, that is, "development planning" and "executive ability". Development planning is the program of action guiding the building and development of an organization, while executive ability is the core factor that helps to achieve the development goal of an organization and to improve its ability of competition and development. A profound understanding and analysis of the issue of executive ability and an effective improvement of the executive ability, especially that in development planning, is significant to the healthy and sustainable development of the organization.With the study of LG University, this thesis carries on a research on the executive ability on the basis of the reflection of the empirical study on the development planning, which is valuable in both practice and theory. Based on researches at home and abroad, this thesis aims to evaluate the existed major problems in the execution of the development planning of LG University objectively and reasonably, to analyze the reasons, and thus to provide measures of improving LG's executive ability of development planning. By taking LG University as an example, the research method of this thesis is case study, combining history with argument and conforming to realities.There are all together four parts in this thesis:In the first part, issues are put forward, that is, significance of executive ability and development planning in universities, relationship between them, summary and elaboration of related researches on universities' development planning and executive ability at home and abroad.In the second part, multidisciplinary theories relevant to the study of executive ability of development planning are elaborated, including the theory of political legitimacy, the theory of organizational framework influence, the theory of organizational behavior and the theory of knowledge management, etc.In the third part, the author reflects on the problems and causes of the execution of development planning on the basis of reviewing and questionnaire analyzing of the execution of development planning. The problems mainly include imperfection of the planning itself, deviation of planning and execution, difference between executive ability and requirements of the staff, lag of construction of system related to the execution, etc. The causes are mainly "five lacks", that is, lack of emphasis on planning in ideological level, lack of managing system of sub-goals in index decomposition, lack of control and assessment system in the executing process, lack of coordination and encouraging mechanism in executive guarantee, and lack of scientific and reasonable spirit in cultural level.In the last part, the author makes a comprehensive consideration from the aspects of modern administration, modern histology and executive agent, that is, to improve LG's executive ability of development planning by such measures as establishing managing system of the process of development planning, constructing organization of executive ability and exalting executor's executive ability. First, the managing system of the process of development planning must be established on the basis of assuring the legitimacy of planning development and persevering in the scientificalness of decomposition of the planning tasks. The establishment should emphasize on monitoring system of execution of the planning and on assessment system of the planning executive ability. Then, the organization of executive ability must be established, the keys of which are democratic and efficient organizational system, learning-based organizational atmosphere, system of examination and appraisal based on responsibility and performance. Last, the executor's executive ability must be improved by defining the executor's position and responsibility, improving the executor's quality and strengthening the construction of executive ability culture.
