As we all know, competition for talent is the most important competition in 21st century. Colleges have the important task of training qualified personnel for the country. Thus the work of college enrollment has the important task of selecting personnel for the country and college. As an important component of college work, the work of enrollment faces a great challenge. On the one hand, the enrollment competition is more competitive among the colleges. On the other hand, the expansion has been slow because of the disadvantages brought by blind expansion before. Admission staff always on behalf of a college, so their quality is often directly related to the college image in community, candidates and their parents, and the talents'quality who are selected for the country and college, and the interests of all the candidates, and the success of higher education, and the training of socialist construction professionals. Therefore, all the college admission staff have an arduous duty and a major responsibility. The quality of the admission staff is an important factor in college admissions work, therefore, an important task of college human resource management is using appropriate personnel to work as admission staff. In this paper, I got the research results through the analysis of the relevant literature. On this basis, I interviewed some college admission staffs' behavioral event. I analyze the results of the interview and got the initial research direction. Through relevant questionnaires, I made qualitative and quantitative analysis on each competency by SPSS. With the use of factor analysis, I obtained the competences of college admission staff. Based on the competences of college admission staff, the human resource management is able to avoid the disadvantages of traditional human resource management. It can play an important role in human resources planning, recruitment, training and development, performance management, etc.
