Since the beginning of the 1980 s, great progress has been made in the reform of the basic educational system, and the rudiments of the new administrative system of the basic education has already formed in many areas of our country. At the same time, the theory of the educational administration management has officially entered the people’s vision and has been accepted by many universities. The appearance of administration will focus on the research of administration responsibilities. Therefore, the paper is designed to carry out the research on the administrative responsibilities of the education at senior high schools by referring to the theory and method of educational administration accountabilities at home and abroad; by consulting the theories of educational administration and the criminal law; meanwhile according to some social surveys and administrative management problems existing in many senior high schools in the city of Chaoyang, Liaoning Province.In order to construct a suitable management model which can adapt to the education characteristics of China’s current stage and form some theoretical and operational framework, the administrative responsibility problems have been simply studied in this article. Writing this article is to help senior high school education administrative organizations and their staff to carry out the educational laws and regulations; to do everything for education, all the students and to provide effective security for high school students who should have the right to receive education by law; To promote high school education departments to perform their duties according to law, to build an educational administration which is typical of service law, effect and responsibility and to defend the legitimate rights and interests of the administration people.The main point of the paper is, in the current education form, to pay more attention to the legal construction of the schools, to make school administrators to understand the law and to be aware of their responsibilities and duties.This paper consists of five parts, including the introduction part that introduces the present situation and the research background and purpose of it. Chapter One deals with the theoretical basis of administrative responsibility; Chapter Two covers the legal basis of administrative responsibility; Chapter Three includes the educational administration management under the current situation and the problems related to the administrative responsibility, including target management, teacher management and education management. Chapter Four deals with some opinions and suggestions about the present educational administration management, and the core of the educational administration management at the current stage is proposed, that is, the service management, the paper presents the current educational administration management and the education administrative functions of the legal thought, and it also talks about the transformation of the function of educational administration under the current situation, including the transformation of management type, the accountability system establishment and the education system reform and innovation. Finally the author summarized the conclusion and the deficiency of the article.
