As China's opening wider to the outside and the globalization of the economy, there arises the increasing need of bilingual talents. In recent years, more and more schools of element and intermediate level embark on the experiments on bilingual teaching. As one of the important parts of the reform on the courses, Bilingual teaching is attached great importance. Of all the aspects of the bilingual teaching, the capability verification of the bilingual teachers is of the top importance, and needs to be researched. Unfortunately, the research in this area remains very limited.Since these is only limited amount of the research work in China, especially in the case study. This paper provides some analysis result and conclusion on the capability verification of the bilingual teachers by through research on the fact and the practice on capability verification of the bilingual teachers currently in Shanghai. This paper is to provide some hint and reference on the practice on this issue.In this paper, detailed research is carried out based on material on the capability verification of the bilingual teachers across the mainland of China, with the local teaching staff as research target, by the means of quality and quantity research. First, the author demonstrate the strength and weakness of the capability verification system of the bilingual teachers by providing interview record of teachers both the participator and non- participator of the verification. In this paper, a local bilingual school of model level is selected as the research target. The fitness of the verification is discussed, based on the paper questionnaire.Research shows some weakness exists in the system of verification of the bilingual teaching staff, especially on the procedures and verification indexes. These impose some negative effect on the profession development of the teaching staff. Meanwhile, improvement is needed in the content and method of verification.Co-operation of the government, local authority, schools and teaching staff is of great importance in the development of the system of verification of the bilingual teaching staff. Adequate qualified teaching staff will be provided and the prosperity of the bilingual teaching will be ensured by consulting the successful practice of the foreign countries and solving the existing problems...
