The college graduates is the advantange groups in the labor market , but the labor market employment operation to the university students is not stable .The University graduates high human capital stock benefited from the government, the community, families and individuals in long-term investment in human capital, and any fluctuation in the labor market will lead to the loss of human capital investment, and has a negative impact on the economic growth. In the view of the realities employment pressure from the university students and taking into account the future prospects of socio-economic development, all countries are take attention into the employment of university students policy input, they want to make up the labor market deficiencies through this way.Although the Chinese government has introduced many university students employment policies, but still exist many problems such as feasibility study and how to do. The main performance are these, the university students employment policy ineffective implementation, the relevant supporting measures imperfections, and other issues. This paper mainly use investigating study, comparative study and historical research methods. In accordance with the evolution of university students employment policy course, the development of employment policies will be divided into three stage, "turnkey integration points" stage, the main of the "two-way choice" and the main of the "freedom of choice in employment" . The policy background to each stage, characteristics and defects were studied and analyized, at last summarized the policy at evey stage of the Graduate Employment situation and the existing problems. Author studied through the foreign college emploment policy and described the formulation values to the university students employment policy. Author analyzes the four factors impacted on the university students, such as Social economic development of personnel requirements, the needs of the labor market, employment concepts and trends in the development of higher education. Finally, through this brief analysis to the four factors, proposed by eliminating barriers and optimize graduate employment environment, the establishment of the related mechanisms and the corresponding introduction of the laws and regulations perfect college students employment policy recommendations.
