University Logistics Enterprise Performance Evaluation Research

Along with socialistic market economy development and higher education reformation, university logistics reformation progresses at a rapid rate, and results in a remarkable achievement. But there are still many practical problems to deal with. In this paper, a detailed study on university logistics enterprise performance evaluation has been carried out, which may contribute to university logistics socialization reformation progress.At the beginning of this paper, the basic theory of university logistics performance evaluation and current overseas status in this field are presented. Then, domestic higher school logistics performance evaluation method and index system are introduced, which are used to analyze Northwest A&F University logistics enterprises. Finally, some countermeasures to improve university logistics performance is given, which may contribute to the development domestic university logistics performance evaluation.The paper comprises six chapters.Chapter one is an introduction, which tells the background, purpose and meaning of the topic, summarizes performance evaluation research theories all over the world, and provides the research scope and method.Chapter two introduces some related basic theories on university logistics performance evaluation. Firstly it is pointed out that the improvement of enterprise performance evaluation has a close relationship with enterprise development. Then, after studying related theories on enterprise performance evaluation, the research direction on higher school logistics performance evaluation is introduced. Finally, it briefly tells of entrustment-agency theory, interest-related theory, maximum -minimum law, capital protection theory with performance evaluation, basic management theory on performance evaluation, and so on.Chapter three presents the status of domestic and overseas enterprise performance evaluation development. It shows that, the input and output of enterprises are the foundation of performance evaluation, the change of environment is the outer reason of developing performance evaluation and index system, and traditional performance evaluation is a kind of after-the-event evaluation management. Based on these research results, domestic university logistics performance evaluation research can be carried out like enterprises performance evaluation, including its evaluation rage, main index, practical research, etc. Chapter four tells the detailed study of university logistics performance evaluation and its research model. University logistics performance evaluation system is designed under the rule of'content entirety, emphases focused, scientific method, feasible evaluation, and wide flexibility'. According to actual university logistics, performance evaluation is divided to two parts: finance performance evaluation and service performance evaluation.Chapter five gives an analysis example of university logistics performance evaluation, which is the performance evaluation of Northwest A&F University logistics enterprises. After doing this university logistics'finance and service performance evaluation, it is proved that the evaluation method and index system in the paper are feasible and accurate.Chapter six offers some countermeasures to ensure university logistics performance evaluation successfully. In order to guarantee the authenticity and integrality of analysis data, two actions should be taken. One is that fiscal system and finance report should be standardized, the other is that the job of higher school logistics performance evaluation should be done carefully with related policies and bylaws. At the end of this paper, four countermeasures against fiscal management and six actions on performance evaluation are listed, which are useful to university logistics performance evaluation.
