With the development of vocational and technical education, every country has taken a series of measures to the management of vocational and technical education, and improved the management system of vocational and technical education, then formed a number of features about the vocational and technical education. Some countries have a long history in the research of vocational and technical education; most of these countries have already formed management system on vocational and technical education with their own features, which are corresponding to the development of their Socio-economic system.Vocational and technical education is aimed to train the skilled workers, improve the quality and skills of work forces; therefore, vocational and technical education is closely associated with the interests of enterprises, there are close relationship between the Vocational schools and the enterprises. Many enterprises in the developed countries then take part in the management of the vocational and technical education, and formed a number of effective management system, such as cooperative education in United States, which is a plan of courses study. There are producing and studying cooperative in Japan; Secondary vocational schools and enterprises are linked together in Russian; In German, there is a dual system in training apprentices and workers between business and vocational schools.The way that enterprises join the education includes providing financial aid, the exercitation places, student tutorial, paying a certain subsidy to them, planning the teaching schedule and evaluating their operation skill. In some countries, such as Germany, Japan, there is a specific rule about exercitation-free, actually it is the other way around, and the enterprises have to pay a certain amount subsidy to the students. The education cooperation in United States is the union of the enterprises and a variety of schools, the students work in schools half the time, learning and working by turns.The United States are the most prominent in the enterprise training. The enterprise training in Japan is also very distinctive: one is the internal training in the company; there are regular short-term training and amateur training. There are also some schools supported by the enterprises, such as Secondary vocational schools and Higher Vocational School, Such as the 3-year Toyota High school, 4-year Cantin Industry University. The students are experienced workers from enterprises, they got different levels of allowances and bonuses after admission, and they also get a certain qualification after graduate.Enterprise external training is hold by the various training centers outside the factory. The fees of the employees'learning are paid by the enterprise, the employees could get their wages during training. People think the reason Japan could be more enhanced in the foreign economic is depend on the attention they have paid on the employees'training; they have the high-quality labor force.Most countries have absorbed and organize the authority of representative organizations, experts, and industry counterparts, managers and other social forces to participate in vocational and technical school management. There are also a variety of forms, such as: Board of Trustees, Consultant Team, School Committee, Joint office, Community Management Committee, external co-ordination committee, parents committee and so on. In the cooperation between the business and schools or the running of the joint school, the two or more parties also signed a contract or an agreement. Giving a broad overview of the vocational and technical education all over the world, it is easier to explore that each country is paying great attention to the management of vocational and technical education. Most countries were supportive in their policy, and executed all sorts of management to promote the development of vocational and technical education. And we can learn a lot from this management.Education globalization brought a crucial turning point to the development of vocational and technical education. In China, the vocational and technical education has a distinctive socialism characteristic, and all bear a marked brand of the planned economy, it sometimes gains or loses in the grand tide of market economy. After analyzing the gains and loses of vocational education in our country, at the same time, compared advanced experiences with foreign countries, and work out the developing solution which suitable for our vocational education.Under the predication of China's vocational education development, Changchun city has made significant progress in vocational and technical education, but at the same time encountered several problems. In order to solve the problems and promote the vocational and technical education development, this essay would give some feasible solutions.(1),We should make Changchun vocational education have more features. The features of professional development in Changchun should according to the industrial structures, and the vocational education in Changchun should according to the economic characteristics in every district. We should build the auto related schools in the Automobile Industrial Development District, and build vocational schools based on the software development and the training of the high-tech professionals in the High-tech Development District. We should build vocational schools mainly about services industry such as travel and hotel in JingYue Tourism Development District. The vocational school in Erdao District should aim to logistics and industry. In Kuancheng District, vocational school should base on the passenger and freight transportation. The vocational schools in Nanguan and Chaoyang District should base on the business services. In Luyuan district, vocational school should base on Agricultural processing.From the combination of city and rural areas, a large number of population are rural people in Changchun. We should speed up the process of rural urbanization in order to promote the development of economy in Changchun and the process of urbanization steps. In order to achieve this goal we must ensure that these people have a certain technical expertise, which require vocational education play a tremendous role in training a large number of the rural population, to enable them to adapt to the life in cities, and the development in cities. Therefore, we should set up more vocational education schools in the combination of city and rural areas. Vocational education in schools should make the requirement of the community as the guide, and set the courses depending on the basis of the occupation. The course setting should depend on the requirements of the local economic development and industry development. It is necessary to highlight the features that vocational education should require the professional needs.(2),Methods to resolve the issue of vocational education in Changchun. 1. The Government should increase the propaganda about vocational education, and improve the community's understanding of vocational education. 2. The Government and the education sector should change the traditional vocational education, and develop a new concept of modern vocational education.3. The funding of vocational education should be guaranteed in a steady growth. We should expand the funding sources of vocational education, and make an effort to guide private capital to enter the field of vocational education, and guide enterprises and vocational schools in the linkage effects to resolve the shortage of education funds in our city. 4. We should establish the registration system about the vocational school graduates employment. 5. We should actively promote the structural reform and innovation, then enhance the vitality development of vocational education. 6 We should optimize vocational education specialty and course arrangement in our city, improve the teaching mode and method. 7. We should improve the capacity of teachers in vocational schools, and form a team with professional and proficient teachers. 8. The admission system of vocational schools should be reformed. The enrollment patterns of vocational school should be reformed. 9. The employment problem of graduates from vocational school is related to the survival of vocational school. 10. Vocational school should pay attention to academic and professional qualifications, and at the same time we should also pay attention to the grade skills test.
