Along with the continuous deepening of economic globalization, China's higher education is facing increasingly fierce international competition. The rise of the tide of global education and lifelong education, teacher professionalism, Teacher Education initiated the idea of integration, and universal acceptance, Normal traditional education institutions do not satisfy the demands of our teachers. Higher education has joined the age of resource contention already. Students are the life of school, yet attracting stable students' resources need powerful core competence. In the human resource management of the higher education, deciding scientific research and teaching level is the higher education's core competence. Normal universities are the important base of training teachers, ever since a long time ago move forward along inherent lecture pattern at super place. For normal universities core competence is both old problem and new problem. Old problem is, once normal universities join the market and strive for survival, they must have core competence. New problem is, normal universities run for a long time in process of economic transformation and through the door of market-oriented economy, and they are short of core competence when they compete with strong competitor at home and abroad.At present, China normal universities in the developing process are very keen on competition from abroad and by the impact of higher education institutions. How to improve the core competence is the solution to the problem. Through the subject, Normal seeks to China's institutions of higher learning how to build a core competence of theoretical exploration and practice, Normal universities as soon as possible to help improve our core competence in the international education competition sustained competitive advantage. In the market-oriented economy, normal universities are exposed to many problems, as how to grasp the opportunity, meet all sorts of challenges, gain more excellent resources, keep and increase market share, and so on. Normal universities should attract and profit research results of modern enterprise and higher education's core competence. Through this thesis's research, it is very important to strengthen their core competence and promote their health development.This thesis is divided into four parts:Part I, by introducing research background and status in the domestic research the paper reveals the theoretical and practical significance. Our country's normal universities compete fiercely in the process of development. it has become a vital problem to be solved that how to raise core competence. Normal universities should attract and profit research results of modern enterprise and higher education's core competence. Through this thesis's research, it is very important to strengthen their core competence and promote their health development. This thesis's research state is, foreign country take much count of research on core competence always, however, these researches are comparatively few in our country.Part II, the paper defines the core competence. Normal universities and colleges core competence of the concept and main features of the competition. The college's core competence is a concept that, in the guidance of long time development, college fully develop own the advantage of lecture, resource, specialized characteristic, and open knowledge management actively, and realize integration and innovation of various knowledge, and form Advantage and capability that competitors have time to imitate and establish. Main features of college's core competence include: scalability, core, unique, historic foundation and Worthwhileness. The normal university's core competence is a concept that based on educational characteristics and advantageous subject, normal universities build non teachers' profession, realize inner resources of effective merger, form sustainable competitive advantage and dynamic capabilities. Main features of normal university's core competence include educational characteristics and higher capital stock. Components of normal university's core competence include: sponsoring concept, construct ability of campus culture, innovation ability of Management System, academic production capacity, innovation ability of human resource management, innovation ability of fosters mode. Part III, Evaluation index system of Normal University's core competence demonstrates index system constructing principles: Scientific principle, systemic principle, appropriate principle, maneuverability principle, flexibility. The index system includes 6 first level indexes: sponsoring concept, campus culture constructing capability, management model innovation capability, academic productivity, human resource management and culturing model innovation. The first level indexes are detailed as 17 second level indexes:People oriented characteristics, opening, and teacher morality center, normal consciousness, educational activity, management integration, informatization, flexible management, academic productivity, disciplinary construction, famous teacher's quantity, communication capability and human resource frame and quality of postgraduate. This part emphasizes on Extension evaluation method developed by Pro. Wen Cai, Guangdong University of Technology in 1983. Extentics is a method to solve contradictory problems and a cross course by system science, thinking science and math running through national science and social science. Extenics model is constructed to solve and reflect synthetical quality.Part IV, the paper introduces how to build core competence: the core strategic objective of building core competence, and the process of nurturing way. Firstly, this thesis defines competitive strategy goal of normal universities. It includes educational strategy, composite development's strategy, innovational strategy, dynamic regulation's strategy, marketing strategy. Secondly, this thesis makes clear model construction process. Usually, culturing enterprise's core competition need five to ten years. But culturing normal university's core competition need more time. Construction normal university's core competition experiences three phases: exploitation and the acquisition of core specialty, integration of competition ingredient, and form core competition. Finally, this paper gives yield way of normal university's core competition. According components of normal university's core competition, using methods of knowledge management and new technology, this paper probe how to foster normal university's core competition. These measures include: changing sponsoring concept, constructing advance campus culture, promoting educational production ability, producing management mode, and informatizationPart V, As an example, the core competence of Daqing Normal University is analyzed. Daqing Normal University locates on"green oil city, and hundreds of lakes city"—Daqing city. Daqing Normal University is a higher university with muti-courses and centering on education major. The index system and weights is determined, and the index system includes 6 first levels: sponsoring concept, campus culture constructing capability, management model innovation capability, academic productivity, human resource management and culturing model innovation. The first level indexes are detailed as 17 second level indexes. Delphi method is used to mark each index, and the weight of each index is determined by AHP method. Extension model for core competence is constructed by classic field, limited field and evaluation matrix and correlation. The results suggest that the advantages of Daqing Normal University include: people oriented characteristics, opening, and teacher morality center. Combining with K1(xi), famous quantity, communication capability, human resource frame, quality of postgraduate are bad factors for development. Daqing Normal University should improve theses aspects management. Analysis of core competence demonstrates that synthetical department's layout, advanced sponsoring concept such as high quality and splendid pursuing. Emphasizing on science research, improving of core competence. Scientific location, constructing advantages of courses, normalizing management and utilizing knowledge management are the main approaches for Daqing Normal University to enhance core competence.
