This thesis first examined the history of the concept formation and theory development of the education industry, with further analysis on education's essential attribute of welfare, and its fundamental productive characteristics.In addition, it also studied the connection between the two. This thesis also analyzed the distinction between education industry and educational industrialization, and sought to explain the relationship between the education industry and economic growth.Based on the government's ideology on education industry, enhancement of the education system, improvement on quality of education and implementation of industry strategy, the thesis discussed Singapore's education industry development and experiences. The thesis looked into Singapore's education system and the development of its industry experience, thus highlighting the challenges and problems that this industry faces.Furthermore, the thesis elaborated on the significance of China's development in the education industry, since its reformation and open door policy. By studying the macro environment, government's vision, industrial planning concept, education system, market supply and demand, business models and market strategies, it presented a comprehensive comparative analysis of the industry.Finally, based on the implication of the Singapore's experience, the thesis proposed suggestions to China's education industry policy and development.
