At the beginning of 21st century, under the guidance of "co-build, adjustment, cooperation, merger" as the principle, a large number of colleges and universities in China have been adjusted, some junior colleges with better conditions and correspondence colleges merged with other colleges or been upgraded independently to undergraduate course colleges or universities. They not only are the main force of China's higher education during the transition from elite education to mass education, but also bear arduous task of undergraduate teaching after the increased enrollment of college. With the country gradually opening up the field of higher education, the increase in competitors, the decrease of high school students, and other factors, the higher education market will change gradually from a seller's market into a buyer's market, as people's an unprecedented strong demand for having high-quality university education increases, the university must be committed to improving their own quality of education and higher education to meet social needs and their own development needs.Based on these objective changes of the background, we need to transform ways of thinking from the perspective of competitive'the development to re-examine the development of new undergraduate colleges'position and development potential, as well as to search for a new sustainable development of the core elements - the core competency from the university's internal. Therefore, this study will combine the core competency of the university with the new undergraduate colleges, basing on theoretical analysis of the university's core competency, using SWOT analysis of the macro environment: current situation and development of higher education, and competition from other universities, as well as the basic conditions : teachers, special field of study , research capability of the new undergraduate institutions in order to explore of advantages and disadvantages of these colleges. Then, using the key success factors of trade law, citing law and the value chain analysis, three methods to identify the core competency elements of new undergraduate colleges, the study narrates the core competency of the new universities'objective. Finally, the study tries to tell how to foster new colleges'core competency, so as to improve the new undergraduate colleges'competency in all-round, three-dimensional manner with defining a clear position, strengthening discipline construction, building teacher staff, strengthening institutional internal management, constructing of campus culture, and so on.
