The current worldwide economic competition and competition in comprehensive national strength is becoming increasingly fierce. Fundamentally speaking, the competition is between education and teachers especially college and university teachers. But for the teacher management of colleges and universities in our country, the teachers'enthusiasm,initiative,creativeness can not be fully brought into play because of a variety of problems . so we must try our best to perfect colleges and universities teacher encourage management .Therefore, the study of management of China's college teachers encouragement will be able to improve the management of tertiary education and awareness and improve the theoretical system of an important theoretical significance, also will be of great practical significance.Based on circumstances of China's colleges and universities,this paper is mainly divided into four parts. The research framework and basic contents roughly as follows: The first chapter is the introduction, mainly including issues origin, present situation of research, research significance and so on. The second chapter is theoretical basis of encourage management and its use in colleges and universities abroad, mainly on the basic concept of encouragement, its theory origin and its use in foreign universities. The third chapter is the present situation and defects of encourage management of university teachers in our country. The university teachers in our country characterize high specialization, high need and motive as well as particular ethic occupation. We have made some reforms for the reassignment university teacher enthusiasm, but still have some problems not yet solved. The teacher's management is too administrative. The duty of co-operation is too unscientific and the achievements appraisal has not been arrived. The salary assignment is unscientific and teacher's enthusiasm is not high. The fourth chapter analyses improving the management of China's college teachers encouraging response, including university teachers encourage management principles and some countermeasures such as giving universities more autonomy, sharing the same vision of school, establishing a reputation of hidden encourage mechanisms, deepening implementation of the employment system, firmly putting the "people-oriented" development of teacher performance evaluation system, and improving the distribution system and other aspects of pay .The building-up and improving of teacher stimulating measure is a gigantic project involving many specific elements, which being worth meticulous and deepgoing research .The paper close follow the pace of the times, comprehensively analyse teachers'encourage management of our country Universities, unifies the comprehensive encourage theory in the American University's success utilization and proposes the consummation university teachers encourage theory measure. The colleges and universities teacher stimulates is only one aspect of colleges and universities encourage. In future it can be able to extend to the management staff, teaching aids and logistical personnel as well as to university teachers ideology, in order to continuously improve future research and in-depth.
