The retiree's old-age security in the urban collective enterprises is an issue needed to be solved in the development of the employee's old-age insurance system in China, which has become an unharmonious factor affecting social stability. Although the relevant government departments have attached great importance to the issue and taken measures to solve it, the academic study on the issue has been hardly carried out. Studying and solving the issue on the retiree's old-age security in the urban collective enterprises and the realization of the assistance are necessary for improving the employee's old-age insurance system and safeguarding the employee's legitimate rights and interests in collective enterprises, which is of great practical significance for the establishment of a socialist harmonious society and the development of the social security system covering the urban and rural areas.This paper, based on the comprehensive study of the relevant policies and documents, has analyzed the retiree's old-age security in the urban collective enterprises. 6.68 million retirees in the urban collective enterprises had been brought into the basic old-age insurance system and got good security by the end of 2005. However, 5, 00 million retirees cannot be protected without participation in the basic old-age insurance. Consequently, the government has made a decision to offer living expenses to those retirees who have difficulties in living according to the minimum living standard. Nevertheless, the result is not satisfactory and there exist quite a lot of problems. The main problems are low protection and salary, confusing responsibility and disordered policies. And those problems result in the deficient validity of the policies and trigger the comparison between different provinces and groups. That urban collective enterprises do not participate in the basic old-age insurance system is considered as the main inducement of those problems; therefore, the paper probes into the deep reasons for not being included in the basic old-age security from the aspect of the collective enterprises themselves and their external environment. In the terms of the enterprises themselves, low benefit and the lack of awareness of social coordination have led to their not participating in the old-age insurance system; in the terms of their external environment, the disorder of the management structure, the insufficient attention to the system establishment of the urban collective enterprises and the deviation of policy implementation of the social insurance agencies have caused the issue as well. After the analysis on the three proposals to solve the existing issue, the paper has made some suggestions:the urban collective enterprises that are not insured will be brought into the basic employees'old-age insurance system as a whole, and the retirees that are not insured will be offered pension in a flexible way that they choose independently according to their own payment abilities on the prerequisites of respecting the history and considering the reality and in accordance with the principals of reasonable definition of responsibility, embodiment of levels and differences, and overall consideration.
