Higher vocational education is both product and premise of economic development and scientific and technological progress. After the World War II , developed countries devoted major efforts to develop vocational education, especially higher vocational education. Higher vocational education efficiently provide a great quantity of timely labor force to the countries and play a very important role in high speed developing. These developed countries pay great attention to develop vocational education, to develop vocational education faculty. Based on it, they establish high-level vocational education and train large numbers of intermediate and senior technical personnel who can transform conception and imagination into reality, can change theory into practice. Developed countries have outstanding achievements in two aspects: they pay great attention to the standards of higher vocational faculty; they strengthen the market mechanism in system of engaging teachers.There exist some serious problems in quantity and quality in higher vocational faculty, especially dual-qualified faculty. Dual-qualified faculty have closely relation to the growth of higher vocational education. We must not lower our guard. To study the construction of dual-qualified faculty meet the needs of actuality and possess vigorous practical significance. To search an effective and practical ways to dual-qualified is a very important task in higher vocational education.This paper introduces experience and characteristics in developing vocational education faculty team in Germany, Australia., Japan, etc., also makes selection of research achievements on construction of vocational education faculty team. This paper sorts out the research achievements on our Chinese higher vocational educational faculty, analyses the problems existing in cultivating the dual-qualified faculty in higher vocational education, then try to find solutions to them. Based on the experiences of Chongqing Electronics Polytechnic College, this paper tentatively sets out two new appellation "full-time" part-time teacher and "semi-full-time" part-time teacher. Part-time teacher team is very important component of dual-qualified faculty in higher vocational colleges. Part-time teacher team can make up the short-handed dual-qualified faculty of vocational colleges, in the other hand, can promote the cultivating of dual-qualified faculty, propel the colleges forward.In this paper, the author proposes the construction and training strategies on dual-qualified faculty team in our higher vocational education. The author of this paper holds that it is necessary to strengthen the understanding that part-time teachers is indispensable part of dual-qualified faculty team, it is also necessary to improve the engaging methods and managing system, amplify necessary rules and regulations. The author of this paper also considers that in order to strengthen the building and training of faculty team it is necessary to establish and improve the evaluating mechanisms to dual-qualified faculty in higher vocational colleges. This paper aims to give some suggestions to the construction of dual-qualified faculty team.
