A Study On European Credit Transfer System

On the background of the European economic, political, cultural, educational integration, the European Commission has developed the ECTS as a tool to promote the mobility of students. ECTS is the only credit transfer system which has been successfully tested and used across Europe. The system facilitated the recognition of periods of study abroad and thus enhanced the quality and volume of student mobility in Europe. The implementation of ECTS, had broken the fence between school and school, and eliminated the barrier between nation and nation. It made the comparison of the higher education between European countries became conveniently and provided the guarantee of employment for the European students in European region.Since the late 20th century, the running scale of university has expanded constantly and the number of students has increased substantially, the higher education from elite education into popular education. For this reason, the implement of the ECTS has become a choice in a lot of universities. However, the ECTS in our country has been in name only, the teaching and management has been inflexible, the ECTS is only a form. Nowadays, how to combine the condition of our country and the actual situation of the development of the universities to build the credit system of China, has become a hot issue which we have focused on..This essay has studied the ECTS deeply, and has hoped to provide the valuable experiences for the reform of the credit transfer system in China. First of all, this study introduces the significance, methods, relates literature review and defines concepts of the research; Secondly, analyze the background, the general framework, implementation and function of European Credit Transfer System; Thirdly, it is discussed the positive effects and the main disputes of the ECTS; Finally , this essay draws lessons from the successful experience of the ECTS, and be in connection with the questions that the Chinese higher education credit transfer system have, this essay put forward the proposal to implements the credit transfer system of the higher education in China: to build the ? characteristic course system, provide the elective courses which must have sufficient and high quality; to build the information management system of the credit transfer system; and to build the management organization of the credit transfer system in every university ,to implement the credit transfer system of China be joint with the international.
