The mission of High Vocational Education is the cultivation of millions of high-quality talents in the first line for regional economic and social development, production, construction, management and service.The quality of high vocational's personnel training is not only related to its own survival and development, but also to the significance of national economic construction and development.The teacher training, which was the basis for the development of vocational education, could not be separated from the development of the vocational education.The "CPC Central Committee and State Council on deepening the reform of the comprehensive promotion of quality education decision"in June, 1999has quoted that "to encourage comprehensive universities and colleges to participate in training of teachers in primary and secondary school and to explore ways of opening normal colleges in the qualified comprehensive universities in order to produce more qualified teacher resource for the society.", which creates the opportunity and points out the direction for the vocational teacher training .The Vocational Training of Teachers has made obvious achievements over years, while the problem of vocational education teacher resource is the bottleneck of hampering the healthy and quick development of vocational education. The main problems are: lack of vocational teacher; low overall quality; weak training resource; low levels; poor training channels and impossibly ignored problems in the number, quality, structure, management and training of teachers. There are one most primary factor in many causes of these problems, which is the lack of scientific theoretical system and complete training system, and it did not establish a pluralistic, open, flexible system of vocational education and teacher training system.There are two aspects of constructions on high levels vocational teacher resource, one is the special teachers should have"double teaching"quality; the other is the rate occupation of experienced teachers (full-time or part-time) in the teacher resource. Teachers of"double teaching"quality means a teacher must get the basic quality of being a teacher, a good political and ideological quality and good professional ethics, a good teaching ability ;on the other hand, one must have some kind of professional skills and job quality to engage in the professional exercises. Therefore,"double teaching"teacher should be in the knowledge, skills and professional quality of the organic integration.The writer proposed to a human-oriented vocational teacher training in the key universities and establish a system consisted of Status operational capacity, overall quality and sustainable development, which based on the analysis of the current situation of vocational education, the faults of teacher training model and vocational education teacherstraining experience from developed countries and regions .This paper raises the understanding about vocational teachers training character in the key universities in the thinking and theory, and it enriches and improves the content of personnel training through research.
