The system means the groups or organizations or community in order to achieve collective goals that maintains internal and the establishment or regulatory norms of behavior and activities of the system. According to the internal structure, the system can be divided into Core values, code of conduct and enforcement mechanisms. In the informal organizations, the system is non-mandatory rules. The system is the concept reflects of the organizational structure and social order.The social transformation is the process that the social structure and its elements, social functioning and social integration mechanism from one form into another form. The social transformation has two styles. One is to promote social development and progress, the other is backward and regressive. Generally speaking, the development and progress transformation contributed to the social structure from simple to complex, the backward and regressive transformation contributed to the simplify social transformation. China's social transformation consist of internal reform and opening to the outside, Create all levels of political, economic, cultural and other social structures from simple to complex transformation, Which is more development and progress of the transformation, this transformation is called modernization in transformation. It showed the political democratization and the rule of law, market economy and the interests of diversity, the secularization of culture and non-ideological, social integration of organic and the heterogeneity of the community. As to the institutionalization of social transformation, the trend of the system changes is from the informal to the formal system,System-based obligations to the rights-based system changes, constraints of the system to change the system of protection, rational system to the real essence of a reasonable form of both the system change.Fair competition, free trade, social justice is the internal driving force not only China's reform and opening up and social modernization, but also rational and modernization of the system changes.
