Promoting students' development is the essence which educational activity wants to achieve.The standard and the state of students' development are the focus that Teaching Evaluation pays close attention to.However, with the long influence of" Exam-oriented education ", now the evaluation system of Physical Education depends on examination. That is only pay attention to end evaluation ignore appraisal of process. Aiming at solving this problem, the students-appraising reform of the new basic educational curriculum reform puts its focus on developmental character of appraising. Putting forward to charge the view of students-appraising, emphasizing on the developmental character of students-appraising, putting forward to build up a system of students-appraising developmental character, which aims at promoting students development. Therefore, the developmental Evaluation has great value in academic circles and practice.This research presents condition for main adoption cultural heritage data research method, inquisition method, experiment method,and Mathematical Statistics method, The traditional teaching evaluation, as well as the problems in the existing contents of the new curriculum and teaching objectives of.This system gets across teaching experiment to validate. The aim is to provide new think of innovation.Using new study evaluation system to experiment ,the result indicates :1.After experiment ,classes of students have physical indicators have small increase ,which has been a good development trend, but the level of FVC of the studentds in the other class fell slightly, the other physical indicators also increased. Comparison of the two classes does not exist significant differences. If the time to fully experimentare likely to be a significant difference.This"development and evaluation" encourages students to change the attitude to participate the class. 2.After experiment, the number of students free throws, the time to run for the basket,skills of playing basket have beenimproved,and they are bettetr than the results of the significant class. This is the result of "development of the evaluation " which focuses on the results of individual differences of students.3. After experiment, the surveyof the attitude of students for Physical Education tells thedifference between the significant class and the other class in emotion,behavior, and cognition, which has big difference and bettter than before.
