Teacher's management is an important part of educational management. Only if teachers'management work makes a breakthrough, the schools can improve educational efficiency and the quality of running a school. Especially with the practice of new curriculum reformation and education for all-round development, it is necessary to have a team of qualified teachers. Therefore, studying the problems and strategies about teacher's management in elementary and middle schools is an important topic.With the development of education and teaching practice, people gradually know that person is the most important factor in management movement. The management thought of depend on person, respect person and develop person appears. How does this kind of people foremost thought play an important part in the theory and practice of teacher's management? This article thinks its concrete reflection is teacher foremost and developing teacher's management:As the fundamental power and first factor in education course, teacher is the foundation of the development of education and students. Only if teacher's management work makes a breakthrough, education development can produce fruits.This article tells the problems and strategies of teacher's management in elementary and middle schools in HLBE through the mixture of documents investigation and practical investigation, making full use of the data from Files Bureau of HLBE and questionnaire investigation in schools and scientific research and reasonable thought.This article divides into three chapters:The first chapter mainly discusses the implication and meaning of teacher's management. Teacher occupation coexists with education and teacher's behavior is a basic part of education movement, so teacher's management is an important field of education management, the guarantee of education reform's success and condition of teacher's development. At the moment of discussing the implication and meaning of teacher's management, the article quotes the fruits of scientific management theory, behavior scientific management theory and people foremost management theory.The second chapter mainly discusses the problems and reasons of teacher's management in elementary and middle schools in HLBE. The research finds out that the main problems in teacher's rank construction include the total excess of teachers, the subject structural imbalance, the backbone of the high age of teachers, teachers and other professional needs to be raised. The major problems in teacher training: training institutions sponsoring poor, training level is not high, and training teachers'recognize of continuing education exists errors, scientific and standardized training pending needs further evaluation. There are also some problems about the mobility of teachers'work and the enthusiasm of teachers work evaluation. The problems above constrain the healthy development of basic education in HLBE.The last chapter analyses the cause of these problems carefully on the basis of study and research and raise strategies: take active measures to strengthen teacher's power construction, cultivate and train teachers according to the actual situation, do a good job of teacher's evaluation according to the characteristic of teacher's job and scientific theory.
