Nowadays, more and more enterprises know about performance management, which is an effective tool of management, and put it into application. There are an immense number of treatises about performance management, however, performance management is hardly applied to school management ,especially mechanic colleges, most of which are still at the elementary phase of performance appraisal. Generally ,everyone writes a report at the end of the year, which is summaried from the aspects of morals, abilities, attendance and achievement . The governor assesses the grades of the examinees according to his subjective impression, the grade of the unqualified will be vacant except speciall situation . The result of the appraisal is only formal, and not related anything. There are few schools which consider carefully how and what aspects should be assessed , who should be responsible for the perfomance, what aspects will be the factors of promoting increase in value. Combined with a specific case to form a design of performance management system , this thesis tries to use the fundamental theories of performance management and encouragement ,and coordinates with the other parts of performance management and personal management to improve the whole performance by enhancing personal management so that schools will gain competition advantages and elevating viability. This thesis seeks to neither the integrality of performance target system nor the effect of restriction on the staff by a set of appraisal index, but tries to get Key Performance Index (KPI) by generating strageties through means of SWOT analysis and balance scorecard, and then uses fishbone pictures etc. to decompose strageties. When performance appraisal system is designed , Key Performance Index (KPI) will be seized by proper classification to guide the staff's behaviour to the aim of stragety and to summary the basic ways of application of performance management in mechanic colleges so that the management of mechanic colleges can be discussed and tried.
