The policy of"famous high school"which began in the 1950s and became the focus in the 1980s on the impact of China's basic education is deep-rooted. It is an important reason for the unbalanced development of basic education. An important manifestation on the un- balanced development of basic education is the uneven development of the junior high sch- ool,and it generate a large number of weak schools, which lead to a junior high school " the heat of School Choice ". In order to break this ill chain reaction,our government promulga- tes the policy of "Index to school",it means that all or part enrollment numbers of high-qu- ality high school qua the"index"will be distributed to the junior high school.Therefore,the policy should not only solve the problems of the junior school education, but also solve the problems of the high school education, especially the admission system of high school.We know that high school education which is the connection of the compulsory education and the higher education, occupies an important position in the entire national education.And the old high school admission system has become a "bottleneck" which constrains the dev- elopment of senior school education in depth. Furthermore, "index to school" as a special form of high school admission system, is the inevitable product of the education reform.The"Index to school" policy has been placed great expectations,so the government an- d the public hope that the implementation of this policy can play a positive role in the foll- owing aspects:First,optimize the allocation of resources to promote education. Second,mit- igate " the heat of school choice" of junior school.Third,pursue the realization of a fair edu- cation.Fourthly, promote the smooth implementation of the new curriculum reform.Fifthly, standardize the admission order of the ordinary high school.Sixth,speed up the construction of weak schools.The policy of "index to school" has begun to implement in many provinces and cities.Although it has acquired some success that realize the above objectives in a certain extent and scope,not only the policy itself but also the implementation of the policy exists the dissatisfactory aspects.In my thesis,I sort out the formation of the policy,and survey the policy from the status of implementation and the theoretical perspective.Then,I find the existing problemsof this policy itself and its implementation,and put forward some constructive suggestions.Eventually,I am with a view to the full realization of the anticipated goal of this policy,and hope this policy can promote the basic education developing with order and balance.
