The policy of entering secondary school nearby without entrance exam refers to a compulsory regulate for government which ensure the children of the proper age have the equal compulsory education right, which cancels the entrance exam of entering secondary school making the primary scholar join the secondary school nearby the registered permanent residence. In many countries of the world, the policy of entering school nearby is one of policies that ensure children have equal chance of education at the phase of compulsory education. In our country, the nine piece of the law of compulsory education in the republic of china prescribes that the government of every level in districts should properly set primary schools and secondary schools making the children enter them nearby. However, in china ,lots of parents selects the schools of high quality by the power,money and influence in their hands which breaks the proper implement of the policy of entering secondary schools nearby. At the development of the age, the matter of the equal right of education of children outside their hometown adds some new problems to the implement of the policy.From the implementing complexion of the policy of entering the secondary schools nearby, it pushes all right in many rural areas. Although many secondary schools have implemented the policy in many cities ,the implementing of the policy faces on challenge at layer upon layer, which becomes the second education hotspot in whole society. At the time of the implementing the policy hard in our country, the new editing law of compulsory education in the republic of china restates the policy of entering the secondary schools nearby without exams in 2006.The policy of entering the secondary schools nearby without exams can be considered as one of important measures of our party and country which gains ground the compulsory education. The persisting implementing of the policy can ensure the basic right of education for children, realizing personal equity,stabilization of society and the equity of education. However, the policy of entering the secondary schools nearby without exams induces the controversy about equity and justice of society. People have the different evaluations of it. Which phase does the value depart? This thesis analyses the policy of the entering the secondary schools nearby without exams from the cognition,value and practice point.From the cognition point, the thesis leads to the two level goals of value selecting. At the phenomena layer ,the goal of the value selecting is lightening the burden of the primary students,boosting the development of the students in all sides,pushing the equal development of the schools at the phase of compulsory education and improving the whole quality of the compulsory education. At the essence layer, the goal of the value selecting is guaranteeing the basic equal right of education and boosting the equal chance of education for every child of proper age. From the point of value, the thesis analyses the goals of the value selecting of the policy in the politics validity and society validity. From the point of practice, the thesis analyses the effect of the policy by the analysis of the process of decision-making and actualizing.
