The scientific research of education is the forerunner of educational reform in primary and junior schools as well as the supporting point of carrying out the quality education in the new time. It can enhance both the qualities of the teachers and their teaching, satisfy teachers'spiritual needs, and improve schools'management. However, all of these functions can only be achieved by scientific management; otherwise, they will only be alienated and hurt teachers'enthusiasm toward scientific research of education. Nevertheless, the scientific management of educational research has not got enough attention and its functions haven't been intensified. The normal operating system has not been established by now. It directly influences the enthusiasm of teachers and other staffs, and makes the scientific research of education in primary and junior schools develop slowly. Therefore, intensifying the scientific management of education research is the most important affair at present.Xing'anmeng, located in the province of Neimenggu, is a multinational area in the northeastern China. This thesis puts the primary and junior schools in Xing'anmeng as the analyzing target, investigating the present situation of scientific management of educational research. By using the questionnaire survey, this thesis sampled 35 schools at random. In order to elaborate better, besides the questionnaire, I also designed an interview outline and interviewed some people who are in charge of managing the educational research in primary and junior schools.The investigation shows that the scientific management of educational research, after all these years, has achieved some developments. It embodies as follows: the managers in primary and junior schools have had a better ideas toward scientific management of educational research; the virtual effects of scientific management in educational research has achieved some developments; the establishment of educational research organizations has more and more standardized; there are more effectual managing methods in the educational research; and some research objects have got good results. The existing problems as follows: many educational research organizations are still ill-standard; the functions of the scientific educational research has not fully played because the monitoring progress cannot be followed from the beginning to the end; the researches are lack of integrated planning; the files relate to scientific educational research are not standard; some elements, such as lacking of the methods of collecting information, slow down the speed of management development in educational research. At last, by combing the real circumstances of scientific management of educational research in Xing'anmeng, I give some suggestions and countermeasures for dealing with this situation in order to improve the present educational management situation.
